Description
SOURCES SOUGHT SYNOPSIS: Solicitation Number: FA8232-13-R-3027 Notice Type: Sources Sought Synopsis: 1. NOTICE: This is not a solicitation, but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336413, which have a corresponding Size standard of 1,000 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran­ Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: 2.1 The following information is provided to identify potential contractors who have the skills, experience, and knowledge required to successfully provide the described capability. AFLCMC/WWMPA F-16 Integration Section, Hill AFB, UT intends to award a 5 year IDIQ contract to manufacture "Flare-Up" kits that will modify existing PIDSU (Pylon Integrated Dispenser System Universal) pylons by angling magazine chambers downward. This is required in order to resolve the potential problem of PIDSU countermeasure projectile contact with the outboard stores and wing. With this modification, the ALM-288 countermeasures and stray voltage tester must also be adapted to fit with the hardware changes to PIDSU. The PIDSU, designed, manufactured and sold to USAF by TERMA, Denmark, is a suspension rack for F-16C/D Blocks 25/30/32 aircraft that can be mounted on either wing. USAF currently owns 310 PIDSU pylons. The ALM-288, sold to USAF by BAE, is the support equipment tester for the PIDSU that simulates the release of countermeasures from the aircraft. With the current PIDSU, the ALM-288 is inserted into one of the three pylon magazine chambers to accomplish testing. This action is being conducted to identify potential sources capable of meeting the requirements for the following: a. PIDSU pylons must be able to switch between Flare-Up and standard configurations, providing operational versatility. In some situations, PIDSU pylons without Flare-Up may still be desirable. b. Flare-Up kits must eliminate no more than one-third of PIDSU's countermeasure projectile capacity. c. Flare-Up kits will be transferable between the PIDSUs. There should be no software or hardware updates to the aircraft to utilize Flare-Up. d. The existing ALM-288 must be adapted to the Flare-Up modification. e. The total quantity of Flare-Up kits required by USAF is still being determined. f. EPAF/FMS may decide to participate in the acquisition. g. It is anticipated that the requirement for initial installs will be June 2014. h. The potential source must provide evidence that it is qualified and has obtained all legal rights to modify the PIDSU. 3. This is a request for information seeking sources capable of meeting the requirements in the attached Purchase Description. When responding please include: a. Company Name, Address, and Cage code. b. Business Size Classification for NAICS and qualifications if any and any sub-category. f. Would you be a prime or subcontractor? g. Lead Time for the task performance. 4.
