Description
The USDA Forest Service, Gifford Pinchot National Forest, intends to acquire by contract improvement work to four (4) sites on Forest Service Road 90. Work includes the following: - removal of two (2) pre-existing culverts (24 inch culverts) - drainage ditch reconditioning - installation of three (3) culvert systems (24 inch culverts) - roadway reconditioning, and - installation of geotextile Drainage ditch reconditioning will include reconstruction of the roadway ditch line to effectively transport water to the appropriate culvert system, and will include the removal of unwanted fill material and reshaping of the back slope. Roadway reconditioning will include the removal of unwanted fill material, increasing the roadway elevation, and resurfacing with crushed aggregate and asphalt. Culvert outlets will be armored with rip rap produced from oversized rockslide material currently in roadway at MP 35. Aggregate base course and culvert backfill material are Government-provided, and aggregate and asphalt surface courses shall be Contractor-provided. The project is located on the Gifford Pinchot National Forest, Mt. St. Helens Ranger District, in the State of Washington. From Cougar, WA, continue traveling east along County Road 503S. This road will then enter the Gifford Pinchot National Forest and become Forest Service Road 90. Continue traveling on Forest Service Road 90 for approximately 27.7 miles to the first project site and continue to mile posts 35, 35.4, and 41.6 for the remaining project work. This project will be solicited as a Total Small Business set-aside. The NAICS code for this project is 237310 with a size standard of $33.5 million. The solicitation for this project will be made available on this website on or about June 3, 2013 with proposals due on or about July 3, 2013. Proposals will be evaluated base on price, past performance, experience, technical approach, and other factors. The estimated cost of construction for the base item on this project is between $250,000 and $500,000. All responsible parties meeting the set-aside requirement will be considered for award. All responsible sources may submit an offer which will be considered by the government. Prospective contractors, must be registered in the System for Award Management (SAM) prior to award of a contract. Lack of registration in the SAM Database will render an offeror ineligible for award. SAM replaced the Central Contractor Registration (CCR) Database.
