- This requirement is for Repair of the subject item for the UH-60M aircraft. No surplus parts shall be used or applied. NOMENCLATURE: Blade, Rotary Wing (Uncoated) INPUT NSNs: 1615-01-546-1148, 1615-01-565-8339, 1615-01-599-6326 INPUT P/Ns: 70150-09200-041, 70150-09200-042, HCB041, HCB042S OUTPUT NSN: 1615-01-546-1148 OUTPUT P/N: 70150-09200-041 QUANTITY RANGE: Minimum 25 each - Maximum 414 each (Maximum includes a Foreign Military Sales (FMS) Quantity of 69 each) The proposed contractual action will be a five (5) year Firm-Fixed-Price M&O Indefinite Delivery, Indefinite Quantity (IDIQ) contract with quantities as stated above. This effort has been determined to be non-commercial; therefore, FAR Part 12 will not be utilized. There is no Depot Maintenance Work Requirement (DMWR) available for this requirement. The repair shall be accomplished in accordance with Contractor specifications. The contractor shall furnish all labor, facilities, parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the repair. Authority cited is 10 U.S.C. 2304(c) (1) FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy this agency's requirement. This item has been identified as a Critical Safety Item (CSI). Pursuant to the provisions of Public Law No. 108-136, National Defense Authorization Act Fiscal Year 2004, Section 802, Quality Control in Procurement of Aviation Critical Safety Items and Related Services, as implemented for acquisition by Department of Defense Acquisition Regulation Supplement (DFARS 209-270), contracts for modification, repair, or overhaul of CSI items can only be awarded to a source approved by the head of the design control activity. This requirement is sole source because only the approved sources can be solicited. The only approved source for this requirement is Sikorsky Aircraft Corporation, 6900 Main Street, Stratford, CT 06614-1378 (CAGE: 78286). The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above. Foreign firms are reminded that all requests for solicitations must be processed through their respective embassies. All responsible sources that can perform the above effort may submit an offer that shall be considered by the Agency. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. No telephone requests for solicitations will be accepted. Request for the solicitation shall be by Fax, Mail, or email.
