BACKGROUND The mission of the Department of Veterans Affairs (VA) is to provide benefits and services to Veterans of the United States. In meeting these goals, VA strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans' health care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals. The goal of the Office of Small and Disadvantaged Business Utilization (OSDBU), which includes the Center for Veteran Enterprise, is to help small and Veteran-owned businesses contribute most effectively to the important mission of VA. OSDBU seeks to enable Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, Small Disadvantaged Businesses, HUB Zone Businesses, and Woman Owned Small Businesses to add value to the work of VA. OSDBU provides outreach and liaison support to business (small and large) and other members of the public and private sectors concerning small business acquisition issues. OSDBU is responsible for monitoring VA implementation and execution of the socioeconomic programs. VetGovPartner (VGP) is a VA OSDBU-sponsored matchmaking portal and social network designed to facilitate partnering and networking among small businesses, large businesses, and Government partners. In order for the VGP platform to continue to add value to VA OSDBU, the system requires operations and maintenance (O&M) support, including hosting. The VGP platform has evolved from a networking roundtable (matchmaking) session management (VGP1) tool into a national-event level management and market researching platform (VGP2). This system connects acquisition-focused people and VA OSDBU event attendees together to collaborate, perform market research, network, and manage attendance logistics. This shall include hosting the portal, implementing software enhancements and software patches and providing user support and training. The Contractor shall release VGP for the 2013 National Veterans Conference (NVC) including hosting, integrating the registration system, and providing 2013 NVC pre-event and onsite event support, complete high priority enhancements, provide a mobile website (responsive web design) for VGP users and event attendees, enhance attendee notifications for event changes and additions, improve Poken integration, and enhance the VGP administrative interface. PERFORMANCE DETAILS PERFORMANCE PERIOD The period of performance shall be 6 months from date of award, with one option for 6 months. There is ten (10) Federal holidays set by law (USC Title 5 Section 6103) that VA follows: Under current definitions, four are set by date: New Year's DayJanuary 1 Independence DayJuly 4 Veterans DayNovember 11 Christmas DayDecember 25 If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday. The other six are set by a day of the week and month: Martin Luther King's BirthdayThird Monday in January Washington's BirthdayThird Monday in February Memorial DayLast Monday in May Labor DayFirst Monday in September Columbus DaySecond Monday in October ThanksgivingFourth Thursday in November PLACE OF PERFORMANCE Tasks under this PWS shall be performed at Contractor facilities. TRAVEL The Government anticipates travel under this effort to perform the tasks associated with the effort, as well as to attend program-related meetings or conferences through the period of performance. Include all estimated travel costs in your firm-fixed price line items. These costs will not be directly reimbursed by the Government. The total estimated number of trips in support of the program related meetings for this effort is one in support of the 2013 National Veterans Conference. Anticipated locations include the following, estimated at eight days in duration, August 3rd through August 10th 2013: 1.Conference Location: Saint Louis, Missouri. SPECIFIC TASKS AND DELIVERABLES PROJECT MANAGEMENT CONTRACTOR PROJECT MANAGEMENT PLAN The Contractor shall deliver a Contractor Project Management Plan (CPMP) that lays out the Contractor's approach, timeline and tools to be used in execution of the contract. The CPMP should take the form of both a narrative and graphic format that displays the schedule, milestones, risks and resource support. The CPMP shall also include how the Contractor shall coordinate and execute planned, routine, and ad hoc data collection reporting requests as identified within the PWS. The initial baseline CPMP shall be concurred upon and updated monthly thereafter. The Contractor shall update and maintain the VA PM approved CPMP throughout the period of performance. Deliverable: A.Contractor Project Management Plan REPORTING REQUIREMENTS The Contractor shall provide the Contracting Officer's Representative (COR) with Monthly Progress Reports in electronic form in Microsoft Word and Project formats. The Monthly Progress Report shall be submitted with the monthly invoice. The report shall include detailed instructions/explanations for each required data element, to ensure that data is accurate and consistent. These reports shall reflect data as of the last day of the preceding Month and be attached to that corresponding invoice. The Monthly Progress Reports shall cover all work completed during the reporting period and work planned for the subsequent reporting period. The report shall also identify any problems that arose and a description of how the problems were resolved. If problems have not been completely resolved, the Contractor shall provide an explanation including their plan and timeframe for resolving the issue. The Contractor shall monitor performance against the CPMP and report any deviations. It is expected that the Contractor will keep in communication with VA accordingly so that issues that arise are transparent to both parties to prevent escalation of outstanding issues. Deliverable: A.Monthly Progress Report HOSTING VGP is a web application developed using the web application framework Ruby on Rails and JavaScript with a PostgreSQL database. The Contractor shall host VGP and provide VA all necessary access to utilize and manage the portal. VGP shall be available 24 hours a day, 7 days a week, and 365 days a year, except for scheduled maintenance. The Contractor shall host the website within 5 business days following award. The Contractor shall develop an Installation Guide that describes the environment and the steps needed to install the software. Deliverable: A.Installation Guide VGP ENHANCEMENT The Contractor shall implement the following enhancements to VGP. These enhancements shall comprise Release 6 and shall be implemented in a phased deployment approach based on OSDBU operational priorities.. VGP ENHANCEMENT CAPABILITIES "REGISTRATION SYSTEM INTEGRATION The Contractor shall integrate VGP with the 2013 National Veterans Conference registration system. "HIGH PRIORITY ENHANCEMENTS The Contractor shall: 1.Provide an operational dashboard in VGP that includes: a.The ability to mark Procurement Decision Makers (PDM's) and other speakers as no-shows b.The ability to view attendance by session, session type, time slot or day c.The ability to request reports by user tags, such as showing agenda for all PDMs by time slot d.The ability to display roundtable and lunch table assignments in convenient table format for Initiative Officer in Charge (OIC). 2.Enhance the Agenda Builder user experience by providing the ability to sort, organize, separate, collapse, and filter information collected on the agenda user interface (UI). "MOBILE WEBSITE The Contractor shall provide a mobile website using responsive web design for VGP users and attendees that is compatible with Smartphone and tablet mobile browsers. The mobile website shall contain the following functionality: 1.The ability for users to view their calendar and schedule at the National Veterans Conference. 2.The ability for users to navigate to their scheduled event room within the conference venue. "ATTENDEE NOTIFICATIONS The Contractor shall enhance attendee notifications for event changes and additions by: 1.Enhancing the users' ability to customize notification preferences that shall allow users to send out notifications to others including groups of users. 2.Providing a calendar-based view of My Agenda to users 3.Allowing users to add their cell phone number to their VGP profile for use in Short Message Service (SMS) notifications. A user's cell phone number shall not be visible to other users. 4.Providing SMS (text message) notifications capabilities within VGP so that attendees and participants can receive status updates and alerts regarding the conference. "POKEN INTEGRATION The Contractor shall improve Poken integration by: 1.Improving reliability and functions of Poken. 2.Improving accuracy of importing capabilities of Poken data. 3.Improving data parsing so less reliance is on manual analysis by the Poken team. 4.Improving the reporting of person-to-person interactions to include accurate data collection of individuals who visit different conference personnel. 5.Creating an email alert capability. 6.Integrating Poken tracking of individuals' contact information with breakout sessions and roundtables. This shall provide the ability for a session or roundtable attendee to save the contact information for all the session or roundtable attendees to their Poken device. 7.Providing a contingency plan for Poken failure or errors. "ADMINISTRATIVE INTERFACE The Contractor shall: 1.Enhance the VGP administrative interface by: a.Improving the report builder by allowing administrators to create custom queries. b.Providing a dashboard capability to see rooms and other resources and their availability. 2.Create an audit log of system activities to provide accountability and additional site security and stability. For example, if an accidental or malicious change is made, the system shall provide a detailed account of which user account completed the action. VGP ENHANCEMENT TESTING The Contractor shall create and implement a Release 6 Test Plan. The Contractor shall perform unit and integration testing for Release 6 and provide results in a Release 6 Test Results document. The Contractor shall provide an environment and access for VA to perform User Acceptance Test (UAT). Deliverables: A.Release 6 Test Plan B.Release 6 Test Results VGP ENHANCEMENT DEPLOYMENT The Contractor shall deploy Release 6 in phases based on OSDBU operational priorities. Upon approval from VA of each phase of Release 6, each phase shall be installed on the Contractor's web servers. The Contractor shall deliver all software and data associated with each phase of Release 6 to VA. Deliverable: A.Release 6 Software and Data B. SOFTWARE MAINTENANCE The Contractor shall provide routine administration of the system. This shall include: a.Providing software fixes to VGP to correct software defects to include defects related to new enhancements and scope already delivered in VGP releases 1 through 5. b.Addressing all defect fixes via patches, updates, and upgrades in function and technology to maintain the operability and usability of the software. USER SUPPORT The Contractor shall provide end user support to include password reset, profile organization, end user support not to include event specific support and portal technical support. The Contractor shall provide a toll-free telephone number and email address to be used for end users for support. The Contractor shall respond within 24 hours from receipt of users' requests during Monday through Friday, 8:00 a.m. to 5:00 p.m. Eastern Time. NATIONAL VETERANS CONFERENCE SUPPORT The Contractor shall provide pre-event and onsite support during the 2013 National Veterans Conference. The Contractor shall provide: 1.Pre-event system administration support to make changes to the agendas and provide administrative user support. 2.Pre-event end-user support to help attendees register for conference, upload floor plans for conference, upload attendees' portfolio list, and communicate updates and changes to attendees. 3.An onsite liaison to coordinate with IOC and event staff. 4.Onsite system administration support to make changes to the agendas. 5.Onsite VGP help desk support during all open help desk hours from 8:00 a.m. to 8:00 p.m. daily during the conference to include; issue resolution, conference updates, conference additions, VGP system help and other issues regarding VGP. 6.Onsite VGP attendee, Veterans, and hall support during all open hall times (8:00 a.m. to 8:00 p.m.). 7.Provide a 2013 National Veterans Conference Attendees List including the contact information for each attendee. Deliverable: A.2013 National Veterans Conference Attendees List TRAINING The Contractor shall provide two face-to-face, four-hour training sessions on the VGP capabilities prior to the 2013 National Veterans Conference for the VA OSDBU team at a VA facility in Washington, District of Columbia (DC). There will be approximately 30 people attending each of the training sessions.
