- This notice is for Solicitation No. VA243-13-B-1078 - Project No. 620A4-12-119, Emergency Generator & Transformer Replacement at VA Hudson Valley Healthcare System, Castle Point Campus, Division Route 9D, Castle Point, New York 12511-0100.This shall be a Service Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 236220, and has a size standard of $33.5 Million. The cost estimate range for this project is $500,000.00 to $1,000,000.00. GENERAL CONSTRUCTION: The contractor will furnish all materials, equipment, supervision, and personnel necessary to accomplish the job for: 1. The work consists of all labor, equipment, materials, accessories, supervision, and all operations required to remove and install a new 350KW Emergency Generator set with associated cooling and ducting, batteries, monitoring systems at both MAA and Boilerhouse locations, heat detectors, cabling, lighting emergency portable hook up equipment and other associated emergency generator equipment and materials as designed. Also associated with this project is the consolidation of five (5) Automatic Transfer Switches in Bldg 15H's secondary electrical distribution room and some intergral conduits and circuitry. We will also be removing the existing fluid cooled electrical transformer and it's secondary overcurrent protection all rated for outdoor use. All circuitry cabling is included in this project. Consolidation of conduit, cabling and circuitry is associated with this project and will be subject to inclusion based on potential testing results. Primary cabling and the connections on the primary side of the transformer will be of the load break type and the transformer will have parking locations for the cables when removed from their bushings along with internal isolation fuses integrated into the unit. Remote annunciation and utilization of an existing Lenel Onguard facility wide system will be a requirement of this project. 2. Environmental considerations will be of the utmost importance with regard to the disposal of all fluids and the recycling of all materials being removed from this project. Along with this consideration all measures will be taken to ensure that the cooling/insulating fluid associated with the new transformer will be an environmentally friendly solution such as vegetable based fluids. 3. Also associated with the project will be considerations and remedies for storm water runoff as mandated by the VA GEMS program. Small amounts of professional landscaping will be required for this aspect of the project and will also provide for the containment of any fluids that might possibly be released due to unforeseen conditions or damage to the unit in the event of an accident. Contractor will be responsible to coordinate and schedule work to minimize to short duration and shall be expected to plan work typically during duty hours of 8 AM to 4:30 PM eastern time except as noted in the general conditions and as approved by the CO. Maintain all access to and egress from the buildings at all times for facility's fire protection requirements and to meet the requirements of regulatory codes, laws, etc. Performance on this contract shall be completed in 730 Calendar days. All other details and information shall be contained in the solicitation which shall be posted on www.fbo.gov. The solicitation will be released on or about June 10, 2013. The bid submittal address, date and time will be included in the solicitation. This project requires bonding and all bid submissions shall be in hardcopies; faxed or e-mailed bids will not be accepted. All bidders shall be registered in www.sam.gov, www.vetbiz.gov, and www.dnb.com. End of Description
