Description
This is a NOTICE OF INTENT TO AWARD A NON-COMPETITVE NO COST CONTRACT for Insurance Brokerage Services in accordance with Acquisition of Commercial Items and Simplified Acquisitions Procedures. Award is being made to a single source. Purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Commander Navy Installations Command (CNIC) Non-Appropriated Funds Employee Insurance Programs make available Employee Health Benefits (EHB) for employees, retirees, and their eligible family members. CNIC is responsible for providing coverage and resolving disputed health insurance claims between members and their health insurance carrier. Two types of health insurance plans are included in the EHB Program, Preferred Provider Organization (PPO) plans and Health Maintenance Organizations (HMO). In support of this mission, CNIC intends to issue a non-competitive no cost contract to Laurus Strategies, 55 West Monroe Street Suite 500, Chicago, Illinois 60630 for Health, Welfare and Safety (HW&S) programs, benefits reviews, consulting services, and special projects for a base period of one (1) year with 4 option years. These services shall include, but are not limited to: 1. Negotiating annual renewal of coverage from carriers for HW&S programs, to include but not limited to medical, dental, Life, Long Term Disability, Employee Assistance Program, and Worker's Compensation. Seek competitive quotes from carriers and provide advice and recommendations for consideration. Prepare all necessary bid specifications, evaluation of bids, coverage and premium analysis, and recommendation of carrier. 2. Review policies and endorsements for accuracy and conformance with negotiated coverage. Ensure the timely issuance of policies and endorsements to the CNIC. 3. Analyze and review all health benefit carrier proposed settlements, claims history, group utilization, reserves, claims processing, and other plan costs and expenses to provide information and recommendations to the CNIC. 4. Assisting CNIC employees in settling claims or grievances relating to insurance benefits issues. Assist CNIC with health benefit plan administration, wellness and preventive insurance management and provide advice and guidance on new laws, regulations and procedures in the area of health benefit administration. 5. Assist CNIC's personnel in processing of enrollments, terminations, changes, Temporary Continuation of Coverage notification processes and applications, and other forms for administration and claims. 6. Provide CNIC administration with reasonable preliminary renewal figures during the budget process. 7. Attend on request CNIC meetings, Finance and Insurance Committee meetings, budget meetings, and other negotiation meetings, whenever necessary. 8. Assist CNIC's Human Resources Officer with required employee presentations. 9. The Respondent selected as CNIC's broker of record ("Broker") shall be authorized to represent and assist CNIC in discussions and transactions with all insurance carriers, provided that the Broker shall not place any insurance on behalf of CNIC unless so authorized in writing. 10. Follow up with insurance carriers for timely issuance of policies and endorsements placing coverage delivery binders with CNIC prior to the expiration of the current policies. 11. The Broker shall forward CNIC's claims to the insurance carrier in a timely manner. 12. The Broker shall monitor the claim status and assist CNIC in obtaining timely resolution of submitted claim. 13. The Broker shall assist with the development and planning of long range health insurance strategies. 14. The Broker shall assist in the development of alternative strategies to reduce risk to assets and resources and provide consultation as to the probable impact of strategies elected by the CNIC. 15. The Broker shall shop programs in the insurance market periodically to ensure best value of annual rate renewal. 16. Track enrollment history and claims trends. Claims experience provided shall be analyzed and any concerns reported to the Human Resources Executive Director. 17. Upon the written request of the CNIC, the Broker shall provide expert assistance in the writing of technical brochures or technical sections of the CNIC handbooks, language for rule revisions in the CNIC Personnel Policy and other written materials. 18. Upon the written request of the CNIC, the Broker shall provide expert assistance, underwriting/actuarial services, advice in the design of new benefits, and will independently recommend new programs. 19. The Broker shall immediately advise the CNIC of pending or enacted Federal and State legislation affecting the CNIC EHB programs. 20. Upon the written request of the CNIC, the Broker shall advise of the financial/administrative impact of State or Federal legislation on the CNIC and assist in the implementation of changes made necessary by such legislation. The North American Industry Classification System (NAICS) Code for this requirement is 524210 - Insurance Agencies and Brokerages. THE PURPOSE OF THIS NOITICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. Contractor is required to register in the System for Award Management (SAM) database prior to execution of award.
