This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION; not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. Requirement: This notice is issued by the Department of Veterans Affairs, Boston VA Healthcare System, Brockton, MA to identify sources capable of providing the following: VISN 1 Contracting is conducting market research on online job posting, customer support and job advertising particularly for hard to fill positions. Please include the following information in your quotes. Product Information/Statement of Work VA Boston Healthcare System (VABHS) Human Resources Management Service is requesting funding approval to purchase a contract with a vendor to post hard-to-fill and critical job vacancies for recruitment to various on-line websites for VABHS. Services to be provided under this agreement must include the following tools: Conduct Research: Ability to access one centralized website (account) to handle all VABHS recruitment advertising by providing keyword search and discover tools to develop a media posting plan with the right website choices to attract the best candidates for every position. Post Job Opportunities: Have the posting process managed automatically providing real-time feedback as to the status of each posting. Provide the ability to Pause Edit or Delete postings at any time. Provide statistics by website as to how many visits and click-throughs were indicated for each posting and provide the ability to view proofs of the postings for QC and audit purposes. Provide Metrics: Easily measure reach, relevancy, and return for every ad that is placed, and identifies the trends and results Provide customer service and assist with specialty requests Create and/or provide access for VABHS to post "Company" and "Group" profiles that can be added to job sites Provide the administration of Special Requests such as access to resume search capability, advertising and featured job requests when available and when requested Provide training and on-going support for at least 3 account users at VABHS and assignment of user accounts for 3 VABHS users Ability to post jobs to virtually any job board on the Internet provided the job board accepts postings Ability to post additional job boards with existing live orders without having to re-enter new job templates Provide an inventory management system that tracks posting orders and catalogs all closed orders Proposal system which makes it easy for Boston VA recruiters to create recruitment campaign proposals and circulate them internally for feedback Ability to post multiple web sites through the use of an on-line template allowing the users to post the job once and have the vacancy posted to numerous sites Provide a dedicated representative to provide customer service and assist with specialty requests Anticipated NAICS Code/Size Standard: The applicable NAICS Code is 561311, Employment Placement Agencies and the size standard is $7.0 million. Submission of Information: Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including commercial market information and company information. Business Size applicable to the NAICS Code: 8(a) Business / HUBZone Small Business / Service-Disabled Veteran-Owned Small Business / Small Business / Large Business 4. Detailed information regarding experiences and successes with online job posting services, accesses to various websites and types of job position's filled by your company. 5. Demonstrated experience with hiring for federal employment and regulations (i.e. veteran's preference, eeo compliance). 6. A positive statement of your intent to submit a quote if a solicitation is issued as a result of this Sources Sought Notice. SAM: Interested parties should register in the System for Award Management (SAM). The SAM can be obtained by accessing the internet at www.sam.gov. Disclaimer and Important Notes: This Sources Sought Notice is for market research purposes only and does not constitute a Request for Proposal/Quotation; and, it is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. At this time no solicitation exists; therefore, do not request a copy of the Solicitation. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOpps) website. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.
