CONTACT INFORMATION IS ALSO IN THE BODY OF THIS SOLICITATION.**************** NASA/MSFC has a requirement for the annual renewal of software licenses of CFD-ACE including CFD-GEOM, CFD-VIEW, multi-physics and stress modules to support CFD tasks. NASA/MSFC intends to purchase the items from CFD Research Corporation (CFDRC) on a sole source basis. MSFC engineering uses this capability to model propellant dynamics in a variety of propulsion system components, particularly tanks. CFD-ACE has been identified as the proper tool for these analyses because of previous validation work and MSFC experience with the software. Technicians are trained in operation of the existing CFD-ACE software. Purchase of any other software system will require additional training to effectively operate. This training would require additional funding which is unavailable. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Kiera Spann at kiera.spann@nasa.gov or fax to 256-544-5028 no later than 4:30 p.m. CDT on Tuesday, May 21, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
