Description
SOW This is a small business Sources Sought notice. This is not a solicitation for proposals abstracts, or quotation. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources: HUBZONE small businesses: service -disabled; veteran-owned small businesses 8(a) small businesses; veteran -owned small businesses; woman-owned small businesses or small disadvantage businesses; and (3) their size classification relative to the North America Industry Classification System (NAICS) code for the proposed acquisition. Responses to the information requested will assist the Government in determining the appropriate acquisition methods: including whether a set-aside is possible. An organization that is not considered small business under the applicable NAICS code should not submit a response to this notice. Background The Department of Transfusion Medicine (DLM), Infectious Disease Section is responsible for improving the blood safety by reducing the risk of transfusion-transmitted infections and minimizing non- infectious diseases from research protocol consented patients within the Clinical Center (CC). The services to store approx. 18 freezers as well as storing samples of serum/plasma are used for potential testing of infectious disease markers from their actual discovery to diagnosis to disease progress recovery, others samples have been used to assist with the development of new assay's, there are currently over 180,000 samples requiring storage and must be stored in an environment that is monitored 24/7 and are maintained in an that will limit degradation.i.e., limit freeze/thaws, maintain temperatures of -80, plus additional research samples collected on an ongoing basis. Therefore, expanded research on the progress of the disease and have aided in the discovery of new agents/diseases are extremely important. Work to be performed 1. The contractor will I. Utilize an Inventory management system that will manage and track specimen inventory. The information should contain but is not limited to the following: i. primary identifier, ii. specimen type, iii. volume, iv. collection date, v. retrieval information and storage location. vi. should also provide reporting options such as all historical information of the samples such as freeze thaw information, retrieval information and volume. II. maintain electronic inventory of samples i. readily accessed by designated DTM staff ii. readily queried by designated DTM staff by select sample information such as study ID, study name, sample type, date, name if applicable iii. ability to generate reports by designated DTM staff with specific criteria, as in date ranges by study id, date ranges by study name, sample type, patient name if applicable iv. will track and maintain positive identification of all vials, location of all vials and historical information such as volume, availability and any other historical information on the vial located within the repository to ensure the ability of accessing the correct samples by the Infectious disease section for ongoing purposes. v. The electronic inventory should be updated whenever a new action has occurred in the repository i.e. new samples added, retrieval, edits. vi. If electronic inventory is not available a file on disk or equivalent is required. III. inventory samples upon receipt into Inventory management system i. frozen samples with an importable electronic manifest ii. frozen samples with, non-bar coded vials (historical samples IV. Maintain samples in appropriate storage units i. Capable of storage at -80C (or other temperature as required by the DTM) ii. Capable of maintaining storage at temperature iii. Storage in DTM owned units and/or rented units from contractor iv. Perform preventive maintenance and repairs for all units as needed to maintain appropriate storage v. Procedures in place to ensure adequate storage of samples if units fail. V. Maintain samples in a monitored facility i. Continuous temperature monitoring 24/7 of units to ensure accurate storage of samples (i.e. manual and automated monitoring systems) ii. Procedures in place to address units out of storage temperature range. (eg. Maintenance of unit to return to use, or move contents to another unit until unit can be fixed and placed back in service) iii. Provide trained personnel to Monitor, Maintain and accession samples. VI. Retrieve and deliver samples upon request by DTM staff in a timely manner Anticipated Period of Performance The period of performance is 12 months with an option of up to four (4) one year option period CAPABILITY STATEMENT Interested small businesses should submit information regarding their: (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; (e) examples of prior completed Government contracts or grants, references, and other related information; and (d) respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a),HUBZone etc.) pursuant to the applicable NAICS code. Capability statements shall be submitted in Adobe PDF or MS Word format and not exceed 10 double-sided pages (including all attachments, resumes, charts, etc.) presented in single-space using 12-point font size. Capability Statements must be submitted electronically by May 23,2013, 12:00 PM, EST to the email address of the Primary Point of Contact. All responses received by the specified date and time will be acknowledged by the Primary Point of Contact. DISCLAIMER AND IMPORTANT NOTICES This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a future solicitation. CONFIDENTIALITY No proprietary classified, confidential, or sensitive information should be included in a respondent's response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
