Solicitation Number: W52P1J-13-R-0122 Notice Type: Request for Information - Sources Sought Synopsis: REQUEST FOR INFORMATION (RFI) FOR PROTECTED ANTI-SCINTILLATION ANTI-JAM WIDE-BAND NET-CENTRIC SYSTEM (PAAWNS) COMPONENTS ACQUISITION AND SUPPORT 1.0 Product Manager Wideband Enterprise Satellite Communications Systems (PD WESS) is seeking information from potential offerors for the contemplated acquisition of components of the Protected Anti-Scintillation Anti-Jam Wideband Net-Centric System (PAAWNS), its sustainment support, and the development of future capability enhancements. The PAAWNS, which is primarily intended to support the protected (anti-scintillation and anti-jamming) satellite communications (SATCOM) needs of the Missile Defense Agency (MDA), is deployed to Department of Defense (DoD) SATCOM facilities worldwide as well as to MDA deployed locations with transportable SATCOM terminals. The PAAWNS system is comprised of the OM-88A rack [AS/AJ Modems, KVM switch, and OM-88A Switching Component (OSC)] and the PAAWNS Management Component (PMC). This acquisition pertains to the OSC and PMC components only. 1.1 The OSC is integrated within the OM-88A(V)1/G rack and provides switching and aggregation to connect external baseband and transmit IF interfaces to a redundant pair of Anti-Scintillation/Anti-Jam Modems. 1.2 The PMC provides situational awareness and control of the PAAWNS network. The PMC supports the provisioning and reconfiguration of the network as necessary to accommodate changing mission requirements and operating environments. 2.0 Large and small businesses that are experienced in providing and supporting DoD SATCOM modem and network management systems are requested to respond to this RFI. Small business is defined by North American Industry Associated Classification System (NAICS) 334220, (750 employees or less). 3.0 The required PAAWNS components are currently supplied by Johns Hopkins University-Applied Physics Laboratory (JHU/APL), Laurel, MD. They are comprised of commercial-off-the-shelf (COTS) hardware and software components as well as unique software specifically designed for the PAAWNS mission. The Government does not own the drawings and software documentation for this equipment. Performance requirements for the OSC and PMC are defined in specifications A3335406 and A3335407, respectively, which will be made available to interested offerors upon request. 4.0 The required services will be performed primarily at the Contractor's facilities, but may also be required at Government and other-PAAWNS-supplier facilities. It is envisioned that the potential solicitation will include the following requirements. 4.1 Produce, test, and deliver OSC and PMC units 4.2 Provide recommendations and support to the Government for the development of PAAWNS fielding plans, system implementation plans, concepts-of-operation (CONOPS) documents, and potential PAAWNS enhancement assessments. 4.3 Perform studies and analyses related to PAAWNS performance, including but not limited to network operations and management, timing, scintillation, jamming, traffic flows, and communications throughput capacity. 4.4 Provide engineering support to facilitate the integration and implementation of the OSC and PMC with other PAAWNS components and systems. Develop, integrate, test, and implement Government-approved OSC and PMC enhancements. 4.5 Support PAAWNS testing at Government and other component supplier facilities. 4.6 Prepare and deliver OSC and PMC Training Materials for incorporation in PAAWNS training programs. 4.7 Prepare and deliver OSC and PMC Operating and Maintenance instructions for incorporation in PAAWNS technical manuals. 4.8 Support the OSC and PMC aspects of the Government's PAAWNS Post Deployment Software Support (PDSS) and subsequent Post Production Software Support (PPSS) programs. 4.9 Correct latent discrepancies in design specifications, test plans/procedures, and source code, and provide software modifications to accommodate corrections and enhancements to deployed systems and adaptation of OSC and PMC software assets. 4.10 Establish and maintain a Software Development Environment (SDE) suitable for the long-term support of OSC and PMC software. 4.11 Provide Information Assurance (IA) Certification and Accreditation (C&A) maintenance services and supply C&A products and services necessary to maintain a secure system and to support the continuity of the PAAWNS Authorization to Operate (ATO). 4.12 Respond to Information Assurance Vulnerability Alerts (IAVAs), Information Assurance Vulnerability Bulletins (IAVBs), and Information Assurance Technical Advisories (IATAs). 5.0 The PAAWNS equipment contains technical data controlled by the Department of State, International Traffic in Arms Regulations (ITAR), 22 CFR, Parts 120-130, and cannot be exported from the United States or shared with a foreign person without prior approval of the U.S. Department of State. The Government may award a single or multiple contracts to satisfy these requirements. The resulting contract(s) will utilize a variety of pricing types and are anticipated to be up to 60 months in duration. 6.0 Interested potential offerors may provide responses for any one or more of the tasks described above. Responders are encouraged to recommend alternate approaches that would provide a better value to the Government. Potential offerors not responding to this announcement will not be precluded from any further participation. 7.0 Interested potential offerors are asked to provide the following specific information. 7.1 Name, address, and Contractor and Government Entity (CAGE) code of your company. 7.2 Point of Contact (Name address, phone number, and e-mail). 7.3 Current capabilities your company offers (no more than 20 pages in length) which most closely match the capabilities specified above. 7.4 Available brochures, photographs, illustration and technical descriptions (no more than 20 pages in length) that describe your company's current services that most closely match the required capabilities. 7.5 An optional White Paper (no more than 20 pages in length) describing how your company's technical expertise could produce and deliver the required capability. 7.6 An identification of your company's past and current customers to which your company provided similar services, including a customer/company name and point of contact, phone number, and address/e-mail where they can be contacted. 7.7 Pricing structure for required supplies and services. 8.0 This is a Request for Information (RFI) in accordance with FAR Part 52.215-3. The Government seeks to identify interested offerors for a potential procurement action and to gather information that may influence the shape of a potential future Request for Proposal (RFP). This announcement is for market research purposes only and it does not constitute an RFP, quotation or bid. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI does not restrict the Government to any ultimate acquisition approach or strategy.
