- This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management and financial capability of such offers to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular, whether a set-aside or an alternate procurement strategy is warranted. The North American Industry Classification System (NAICS) Code for this acquisition is 237110-Water and Sewer Line and Related Structures Construction. The small business size standard for NAICS Code 237110 is $33.5 million. The proposed requirement is for the Contractor to remove and replace the existing 10" water line from the water tank to an existing tunnel, station 3+20.06 to station 19+42.31, or approximately 1,622 feet of pipeline. This includes furnishing and installing the new pipeline and all materials, labor and equipment required to do so. The project will follow the existing trench so no new ground disturbance is anticipated. The trench dimension will be a maximum depth of 57" and width of 24". The trench will affect less than 0.1 of an acre. The bottom 20" of the trench will be backfilled with type II material that will come from an offsite source. The rest of the trench will be backfilled with native material from the excavation with 6" lifts at 90% compaction. The existing pipeline, made up of cast iron and steel pipe, is to be removed and recycled. The current project duration plan is to have construction limited to one month. The new pipeline should require very limited operation and maintenance and likely be left undisturbed for its design life of 50 years. This project is located at Davis Dam on the Colorado River, approximately 70 miles downstream from Hoover Dam, and two miles north of Laughlin, NV and Bullhead City, AZ. The anticipated award date will be Monday, December 2, 2013. The capability statement shall address the requirement listed above, demonstrate the company's capability to provide the service and parts listed above and describe previous procurements performed of similar size and complexity. Additionally, all responses to this sources sought shall include company name and address, business size and type (8(a), HubZone, Small Business, etc.), and point of contact, to include e-mail address and telephone number. Capability statements shall not exceed five pages in length. This information will be used to assist the Contracting Officer in developing the procurement strategy, in particular, whether an 8(a) or HubZone set-aside is warranted or if another socio-economic set-aside strategy is more appropriate.
