- The United States Coast Guard Surface Forces Logistics Center, Contracting Procurement Branch 3, intends to issue a Commercial Request for Quote (RFQ) for Drydocking and Repairs of the Coast Guard Station Umpqua River (MLB 47218), a 47 Foot Motor Life Boat. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items. The NAICS Code is 336611 and the small business size standard is less than 1,000 employees. This acquisition will be issued as a Best Value Request for Quote (RFQ), on or about 30MAY2013. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at https:fbo.gov. This Requirement will be evaluated using past performance as an evaluation factor. Hard copies of the solicitation and specification will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for the RFQ release and all subsequent amendments. FEDBIZOPPS contains an option for automatic notification service. THE ACQUISITION WILL BE SOLICITED AS A TOAL SMALL BUSINESS SET-ASIDE. The government intends to award one contract as a result of the solicitation. This availability is geographically restricted to a facility located within 400 NM of boat's assigned station (355 Beach Rd. Winchester Bay, OR 97467-8735), along a route where fuel and berthing services are available. The anticipated Period of performance is forty-five (45) calendar days, from 09JULY2013-23AUG2013. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. CD-ROM (s) will be sent via FED-X. The CD-ROM (s) contain Windows compliant raster/vector formats (e.g.*DWF, etc.). The scope of the acquisition is for the overhauling, renewing and repairing of various items aboard the MLB 47218. This work may include, but is not limited to: WORK ITEM 1: Hull Plating (U/W Body), Inspect WORK ITEM 2: Ultrasonic Testing (U/W Body) Shots, Perform WORK ITEM 3: Bulkhead 5 Penetrations, Inspect WORK ITEM 4: Rub Rail, Remove Inspect and Install WORK ITEM 5: Appendages (U/W), Leak Test WORK ITEM 6: Accessible Spaces, Inspect WORK ITEM 7: Tank (MP Fuel Service), Clean and Inspect WORK ITEM 8: Buoyancy Chamber(s), Clean and Inspect WORK ITEM 9: Mast, Inspect WORK ITEM 10: Propulsion Shaft, Remove Inspect and Install WORK ITEM 11: Water Lubricated Bearings, Renew WORK ITEM 12: Propellers, Remove Inspect and Reinstall WORK ITEM 13: Standard Hoses, Renew WORK ITEM 14: Sea Valves, Renewal WORK ITEM 15: Sea Strainers - Duplex (All Sizes), Overhaul WORK ITEM 16: Simplex Sea Strainers - (All Sizes), Clean and Inspect WORK ITEM 17: Diesel Fuel, Refill WORK ITEM 18: Fuel Root Valves, Renew WORK ITEM 19: Steering System, Inspect WORK ITEM 20: Rudder Assembly, Remove Inspect and Reinstall WORK ITEM 21: Boat Outfit Storage, Provide WORK ITEM 22: U/W Body, Preserve 100% WORK ITEM 23: Cathodic Protection / Zincs, Renew WORK ITEM 24: Marine Chemist Services, Provide WORK ITEM 25: Routine Drydocking, Provide WORK ITEM 26: Structural Modification (TCTO MLB-47 TB2010), Modify WORK ITEM 27: Throttle Levers (TCTO MLB-47 TA6010), Modify WORK ITEM 28: Temporary Services, Provide WORK ITEM 29: Full Power Trial Performance, Provide WORK ITEM 30: Exhaust Crossover Valve, Remove and Install Contractors shall provide a current certification of its drydocking facility/travel lift/or crane as required by the specification, Routine Drydocking Work Item, and SFLC Standard Specification 8634_STD. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures.
