- This is a notice of intent to award a sole-source purchase order and is not a request for competitive proposals. The CCID/NCZVED/DVRD/Poxvirus and Rabies Branch intends to solicit and enter into a contract with Perkin Elmer, Health Sciences 710 Bridgeport Ave., Shelton, CT, 06484-4794. Perkin Elmer Health Sciences, will provide the EnSpire Multimode Plate Reader. The Government intends to solicit, negotiate and award to only one contractor using other than full and open competition procedures pursuant to the authority of FAR 13.106-1(b)(1). The NAICS code for this acquisition is 334516 and the small business size standard is 500 employees. This requirement will be procured under the guidelines of FAR Part 12, Commercial Items. Award will be made using Simplified Acquisition Procedures, FAR Part 13. The Perkin Elmer Enspire is currently used in Poxvirus Program laboratories and CLIA assays are all optimized with the Enspire. Purchase of the Enspire is required for continuity of work. Use of a different instrument would compromise the integrity of work performed and cause a significant loss of work hours due to the optimization that would be required. This instrument has Ultra-Sensitive Luminescence, TRF, FRET, and fluorescence options that will allow development of more sensitive assays for screening purposes. It also has a plate stacker for automatic plate loading, allowing higher throughput. Enspire has well developed software that allows easy and fast experimental analysis, with calculated statistics. Other instruments don't have this option, which saves time during data analysis. The Enspire also has the capability to optimize the assay prior to testing and also real time data analysis. These features are not offered in other instruments. Interested parties should submit a capabilities statement demonstrating their ability to provide the required system to Pellumbeshe Hoxhaj by email at kfx2@cdc.gov. This notice of intent is not a request for competitive proposals; however, the Government shall consider all responses received. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the Contracting Officer.
