Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This is not a request for proposals or quotes. The information gathered will be used to make an informed business decision on how to procure this requirement. The Government is seeking businesses capable of providing portable chemical toilet leasing and servicing at Fort Jackson, SC. HISTORY: The current contract was awarded to E&D Enterprise, Inc., W9124C-08-D-0012 as a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity Contract (IDIQ) for five years with the six month option to extend services IAW FAR 52.217-8 on December 19, 2007. DESCRIPTION OF REQUIREMENT: This requirement is performance-based with a Performance Work Statement (PWS) stating the required services in terms of outcomes to be achieved. The Contractor shall provide the delivery, pick-up, servicing and maintenance on the portable chemical toilets which entails the complete removal of all human waste matter; cleaning the inside of the waste tank; cleaning and applying a commercial grade cleaner and disinfectant to the toilet seats and all other interior surfaces as required. The Contractor shall furnish and maintain 653 each single seat, portable chemical toilets (647 regular and 6 handicap toilets) to be placed at permanent locations throughout Fort Jackson and McCrady Training Center. The Contractor shall also make an additional 120 portable chemical toilets available that may be placed as required at temporary locations for short terms throughout the installation. The Contractor shall service all permanent portable chemical toilets three days per week as indicated in the PWS Technical Exhibit 3. Each Contractor furnished portable toilet shall be serviced and maintained in strict accordance with the terms and conditions of this contract. Each portable chemical toilet shall be completely closed, well ventilated, contain a single seat chemical toilet and storage tank, toilet tissue, toilet tissue holder, toilet seat, urinal, door, latch, and coat hook. Servicing shall include: the complete removal of ALL waste matter and foreign material; cleaning the inside of the waste tank; cleaning and applying a commercial grade cleaner and disinfectant to the toilet seat and all other interior surfaces; recharging the waste tank with a biodegradable chemical biocide and deodorant; and replacing toilet paper in sufficient quantity to maintain a continuous supply for user personnel. Material that cannot be pumped shall be removed, placed in plastic bags and disposed as approved by SCDHEC. The Contractor shall install chemical toilets with-in 72 hours after notification under normal conditions. Emergency situations such as water outages may require response times within three (3) hours after notification. See Attachment 1 for the complete PWS. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses must provide the following: 1. Name of firm with address, phone, email and point of contact 2. Business Size and state if your firm is classified by the Small Business Administration under the NAICS Code of 562991, Septic Tank and Related Services. 3. Brief description of any relevant contracts within the past 36 months (commercial or government), contract numbers, contract dollar values, dates of performance, number and type of personnel involved, and the name of the government program manager. 4. Explain the approach to supply and maintain the required 653 each single seat, portable chemical toilets (647 regular and 6 handicap toilets) as well as the additional 120 portable chemical toilets that may be placed as required at temporary locations for short terms throughout the installation in accordance with the service response times of the Performance Work Statement (PWS) with full performance required in 15 calendar days. See Attachment 1 for the complete PWS. 5. Explain how the approach would be cost effective in comparison to current operation of the portable chemical toilets currently on site at Fort Jackson by the incumbent. Transportation expenses shall be specifically addressed. The preferred strategy is to procure this requirement as a service disabled veteran owned small business set aside. However, lack of a cost effective solution to providing portable chemical toilet leasing and servicing will result in a sole source to the incumbent. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after seven (7) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this acquisition as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. In the absence of qualified sources, a contract will be awarded under Other than Full and Open Competition procedures, pursuant to 10 USC 2304 (c )(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements. The period of performance contemplated for this effort is a maximum of 3 months and 15 days from 15 June through 1 September. Phase-in from 15 June through 30 June). This requirement will result in a 3 month and 15 day Firm-Fixed Price Indefinite Delivery Indefinite Quantity Contract. The applicable NAICS Code is 562991. Interested firms may identify their interest in writing to the Government point of contact. Responses to this notice must be received no later than 5:00 PM Eastern Standard Time on May 22, 2013.
