Description

The Michael E. DeBakey VA Medical Center, 2002 Holcombe Blvd, Houston, TX 77030 intends to negotiate with the Federal Employment Law Training Group (FELTG LLC), on a sole source basis pursuant to FAR Part 15 and FAR 6.302-1, Other Than Full and Open Competition - one responsible source. The North American Industry Classification System (NAICS) number is 611430, with a size standard of $10M. This on-site training is required to enhance the specialized skills that the Employee and Labor Relations Specialist (ELRS) need in order to prepare them to be successful in preparing for Arbitration/Merit System Protection Boards (MSPB). It has become increasingly important for federal government Attorneys, EEO specialists and professionals, employee and labor relations specialists, human resources generalists, union representatives, supervisors and managers and other employees to receive the highest level of quality training available, in order to stay current on legal developments, to understand and implement best practices, and to mitigate the need for litigation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. Parties may identify their interest, accompanied by supporting literature to the Contracting Officer no later than May 17, 2013 at 2:00pm CST. Responses should be sent to stephanie.keo@va.gov. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
