Project Location Map Vicinity Map COMMERCIAL COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-66. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number for this procurement is AG-9AC7-S-13-0095 and is a Request for Quotation (RFQ). Submit written offers only, oral offers will not be accepted. This acquisition is a 100% small business set-aside. The Northern American Industry Classification System (NAICS) code is 321999 and the size standard is 500 employees. Only one contract will be awarded. A firm-fixed price contract will be issued. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. DESCRIPTION: Canyon Dam Boarding Float - This project consists of supply and installation of a new 8-foot wide by 60-foot long self-adjusting dual-rail guided courtesy boarding float assembly at the Canyon Dam Boat Launch facility. The assembly consists of furnishing the boarding float, guide rollers, gangplank, hinges, anchors, and all other hardware necessary for installation. The float will be operated using an existing raised concrete walkway with a dual rail float guidance system. The dimensions of the concrete walkway are approximately 48" wide x 11 ½" high. The boarding float assembly shall meet the minimum requirements of the State of California, Department of Boating and Waterways, "Layout, Design and Construction Handbook for Small Craft Boat Launching Facilities" (available at http://www.dbw.ca.gov/TechDocs/LaunchFac.aspx). The boat launching site is subject to windy conditions and the boarding float is generally left in place and in use over winter. Materials selected for the float must be able to withstand these conditions. Other specific requirements include: • Mooring cleats along the edges of the boarding floats on 10' centers • Marine-grade vinyl bumpers • Non-skid deck surface on floats and gangplank Shop drawings and flotation and freeboard calculations on all supplied floats, gangways and floating structures are required to be submitted for review and acceptance prior to fabrication. Contractor is responsible for checking site conditions and confirming size and layout of existing guidance system. LOCATION: Canyon Dam Boat Launch facility is located along the southwesterly shore of Lake Almanor, just north of the dam, and approximately sixteen miles south of Chester, California. The project may be reached from Susanville, CA, by traveling west on State Highway 36 through Chester, CA, approximately two miles to State Highway 89. Proceed south on State Highway 89 approximately sixteen miles to the Canyon Dam Boat Launch turnoff. Travel east 1/2 mile to the Boat Launching Facility. DELIVERY: Price will be evaluated with a higher rating going to earlier delivery. LANDSCAPE PRESERVATION The Contractor shall give attention to the effect of contract operation upon the landscape, shall take care to maintain natural surroundings undamaged, and shall conduct the work at all times in compliance with the following requirements. a. Prevention of the Landscape Defacement. The Contractor shall not remove, deface, injure, or destroy trees, shrubs, lawns, or other natural features or any other improvements in the work area unless specifically authorized by the Contracting Officer. Unless otherwise provided herein, the Contractor shall confine contract operations to within the areas designated in contract documents. b. Protection of Streams, Lakes, and Reservoirs. The Contractor shall take sufficient precautions to prevent pollution of streams, lakes, small ponds, and reservoirs with fuels, oils, bitumens, calcium chloride, silt, or other harmful materials. Mechanical equipment shall not be operated in live streams without written approval of the Contracting Officer.
