Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number 2928292 and solicitation is issued as a request for quotation (RFQ). This solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. The National Institute of Mental Health (NIMH) has a requirement for Audio/Teleconference Services to the NIMH Extramural Review Branch for NIMH grant review committee meetings. The Audio/Teleconference Services have the following requirements: 1) In-Person meeting/Teleconference lines average up to 15 domestic lines and one international line per meeting, 2) Teleconference Meetings/Teleconference lines average up to 30 domestic lines and 1 international line per meeting, 3) Pre-Meeting calls/Teleconference lines average up to 30 domestic lines per meeting, 4) Provide a tracking system of participants of the Peer Review rounds, as well as unique Personal Identification Numbers (PINs) or passwords, 5) Immediate meeting attendance by those dialing into a meeting, 6) Direct dialing ability of international numbers, 7) Web interface for managing calls as a companion to the teleconference-providing the users with the ability to develop and manage a phonebook in the system in order to simultaneously dial multiple contracts in the directory (Call List), 8) Provide the system user with the ability to view the identify of participants in real-time, 9) Have the ability to provide a sub-conference room so callers/reviewers will not be able to hear discussions about a grant they may be in conflict, then be able to re-join the discussion seamlessly without interruption, 10) Have the ability for reviewers to enter another sub-conference room so they can have a discussion without interruption the main conference, 11) Have seamless integration capabilities with other teleconferencing applications and resources, audio conferencing is one component of NIMH's electronic review initiative, 12) Provide on-line help with participants, account holders, and Scientific Review Officers (SROs) experience any problems accessing their respective host meeting room, 13) Provide assistance, via a toll-free number help-line, that can be utilized while a participate is on-line and the help-link is not functioning properly, this help-line shall be highly visible throughout the entire system and provided on every screen, with a Contractor helpdesk support person/technician who shall be readily accessible to interact with account holders, 14) Provide the user with the ability to download multiple names from systems directory list, at once, into an Excel spreadsheets, CVS, or similar format, the name from the spreadsheet shall be uploaded into the account holders' directory and 15) Provide the user(s) with the ability to add additional callers in real-time, once the call is in progress. In-person meeting and Teleconference meetings calls are expected to last approximately 8 hours (the length of a typical study section meeting). Pre-Meeting calls are expected to last approximately 1 hour. The period of performance is for one (1) base year and four (4) option years. The provisions at 52.212-1, Instructions to Offerors Commercial Items, is applicable to this acquisition. Specific evaluation criteria: (1) Ability to provide Audio/Teleconference Services for In-Person meetings, Teleconference meetings, and Pre-Meetings calls, (2)Ability to maintain clear lines with no drops for domestic calls and (3) Ability to accept domestic calls that will last for 8 hours for In-Person and Teleconference meetings and will last 1 hour for Pre-Meeting calls. Offeror must include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications Commercial Items, applies to the acquisition. Clause at 52.212-5, Contract Terms and Conditions Required Implement Statues or Executives Order Commercial Items, applies to this acquisition. Clause 52.217-9, Option to Extend the Term of The Contract-Services applies to this acquisition. Clause 52.217-5, Evaluation of Options, applies to the acquisition.
