- Synospsis NSN list NSN list for synopsis Synopsis: The F-16 Wing and Maintenance Support Project is posting a synopsis with an attachment of NSNs to allow vendors the opportunity to view the NSN list and the Annual Demand Quantities (ADQs) for the OO-ALC customer and for the World Wide Support. Adjustments in the concept of operations are in process, therefore, it is anticipated that the RFP will post in the next 30-60 days. The following information is the current support needed and will not change: 1. The item is 100% Small Business Set Aside 2. The scope of this requirement includes delivery of NSNs and the engineering required to deliver solutions for material obsolescence and diminishing sources of supply issues. 3. The prime contractor will be required to demonstrate that they possess or real-time or near real-time access to F-16 technical information and engineering expertise to deliver solutions for material obsolescence and diminishing sources of supply issues and present those solutions to the Government for final approval. The proposed solutions will include supporting documentation, drawing changes, and test results. The small business prime contractor must provide 51% of the contract support. 4. Each NSN will have a dual delivery channel, in that, there will direct supply to the OO-ALC depot maintenance operations and world-wide (operational units) supply via DLA wholesale inventory. The NSNs will have a specific ADQ for the OO-ALC customer and will have a specific ADQ for the World Wide DLA support. 5. OO-ALC will have specialized customer service, and delivery requirements that will require the contractor to forecast requirements and hold some level of inventory to successfully meet contract requirements. DLA will maintain management, forecasting, and wholesale inventory for requirements supporting DLA Direct Operation customers. 6. An over above CLIN will be included in the contract to cover non-recurring costs for remedying material obsolescence issues. 7. The purpose of the NSN list on Tab 1 and Ampl on Tab 2 is allow the suppliers to initiate estimates for the sole source items that may take longer and to begin developing relationships with subcontractors. 8. The Contract is expected to have a 5 year base period and a single 3-year option. Pricing for all eight years is expected to be provided at the time of proposal submission. A response is not required at this time, the RFP will post the actual open and close date requiring vendors to submit the proposal.
