Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Yokogawa Corporation of America of Newnan, GA for Differential Pressure Sensors for the Sensor Science Division (SSD) of the Physical Measurement Laboratory (PML) at NIST, Gaithersburg, Maryland. The mission of the Sensor Science Division is to develop and provide national measurement standards and services to advance physical science and technology in optical radiation, temperature, pressure, vacuum, flow, and related physical phenomena. A recent Innovative Measurement Services initiative endeavors to replace mercury manometer pressure standard with one based on gas density measured at optical frequencies. NIST's Sensor Science Division currently owns and utilizes a total of seven (7) transfer standards which were custom built with use of Yokogawa Corporation of America's custom Differential Pressure Sensors. NIST has 15 years of calibration data characterizing the performance of the custom Differential Pressure Sensor design. There are no other Differential Pressure Sensors capable of 100 percent compatibility of the existing transfer standards and calibration data. Yokogawa Corporation of America's sensor technology is patented and proprietary and is a custom non-commercial item specifically manufactured for NIST, therefore, no other companies have the ability to manufacture such sensors, in addition, Yokogawa does not have authorized distributors of the sensors required. The North American Industry Classification System (NAICS) code for this acquisition 334516, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by May 29, 2013 will be considered by the Government.
