Description

SPECIAL NOTICE: The information sought herein is for planning purposes only (market research) and shall not be construed as a Request for Quote (RFQ), Request for Proposal (RFP), and Invitation for Bid (IFB) or as an obligation or commitment on the part of the Government to acquire any product or service. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against the NPS Contracting Office shall arise as a result of a response to this Sources Sought notice or NPS Contracting Office ™s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. OBJECTIVE: NPS Research Office is searching for potential sources that are capable of performing the requirements set forth in the attached DRAFT Statement of Work (SOW) titled, Graduate Writing Center Helpdesk Tutorial Support Services The intent of this RFI is to gauge industry interest, capabilities, and relevant experience to support NPS ™s personnel in performing market research in the task areas listed in the attached Statement of Work. NOTE: A DD254, Contract Security Classification Specification, shall be applicable to any prospective work covered under this RFI. Should such a requirement materialize, a prospective contractor must have: (1) the required TOP SECRET (TS)/SENSITIVE COMPARTMENTED INFORMATION (SCI)/SPECIAL ACCESS PROGRAM (SAP)/ and SPECIAL TECHNICAL OPERATION (STO) security clearance, and (2) obtained common access cards (CACs) for all contractor personnel and vehicle passes for vehicles requiring entry onboard government installations. RESOURCES: In order to aid industry in evaluating their ability to perform the requirement, the following DRAFT documents have been attached and are provided herein this RFI: a) DRAFT SOW for Graduate Writing Center Helpdesk Tutorial Support Services b) Draft Personnel Qualifications, Specialized Skill Sets, and Security Requirements (included in Draft SOW) CONTRACTOR RESPONSE FORMAT: NPS Contacting Office requests that interested parties, at a minimum, supply the following information: a) A positive statement of your intention to submit a bid for any related solicitation as a prime contractor, to include business size and, if applicable, your small business status. b) Evidence of experience in similar projects/services to include contract numbers, project titles and dollar amounts, points of contact and telephone numbers. At least two references are requested, but more are desirable. c) Resumes of potential key personnel (personal information not required, but qualifications, capabilities and demonstration of writing-related education, experience and abilities requested to show that contractor is able to provide the resources required. d) Writing samples of potential key personnel. e) Name of Company and Point of Contact (POC); f) Telephone Number, Fax Number, Address, and e-mail address of POC; g) Business Size and number of employees; h) Socioeconomic Status; i) GSA Contract Number and SIN, if applicable; j) Capabilities statement and relevant experience in the task areas listed in the PWS; 1. Describe how would you meet the Key Personnel/Staffing Plan k) Proposed NAICS Code; l) Proposed PSC Code; m) File size of submission not to exceed 2 MB and not to exceed 20 pages, submission by e-mail only. PAST PERFORMANCE INFORMATION: Please provide in the response a list of Navy, DoD, or federal contracts supported during the past 36 months with a brief description of the service provided per each contract. Only list contracts similar in scope (military training operations), same or similar magnitude (performance of services), and of the same or similar complexity and quality (comparison of the variety of duties and types of systems supported) to those of the draft specifications attached. PRICING AND SCHEDULE INFORMATION: The NPS Contracting Office is requesting interested contractors provide a Rough Order of Magnitude (ROM) estimate of costs. The ROM estimate must be in the Fixed Firm Pricing format with cost breakdown. ASSUMPTIONS: Please provide a list of assumptions, if any, which were considered in formulating the response. SUBMISSION OF INFORMATION: Responses shall be no longer than ten (10) pages maximum. Responses may be emailed to Jennifer Lee, Contract Specialist, at jllee@nps.edu in pdf formats. All responses must be received on or before 29 May 2013, 12:00 p.m., Pacific Std. Time.
