- Pursuant to Federal Acquisition Regulation 5.201-1(b)(1)(ii), the U.S. Department of Education (Department) intends to issue a contract modification to ED-VAE-12-C-0068 that will add additional work to the contract with the incumbent contractor. ED-VAE-12-C-0068 was awarded to Jobs for the Future (JFF), with a contract effective date of September 24, 2012, and a period of performance of September 24, 2012 – September 23, 2014. There are no option periods. The purpose of this contract is to integrate career and technical education (CTE) programs of study into broader Career Pathways system development efforts underway at the state and local levels in five participating states. By the end of this systems change initiative, the Department’s Office of Vocational and Adult Education (OVAE) anticipates the participating states will have made material advances in their Career Pathways system development efforts. Examples of systems changes would include -- development and implementation of a cross-systems Career Pathways strategic plan, policy alignment, secondary-postsecondary program alignment, and/or development of a Career Pathways pilot program. Participating state teams comprised of state and local representatives will set specific goals for the initiative and create a plan to achieve them. Each team will receive targeted technical assistance from an assigned state coach and from subject matter experts (SMEs) to help them achieve their goals. OVAE anticipates that the contractor and the state coaches shall use the key elements, strategies and tools presented in the DOL Career Pathways Toolkit: Six Key Elements for Success to guide the technical assistance to be provided to the participating states, adapting and augmenting them as necessary to meet the needs of the states. The state teams will participate in: (a) virtual and face-to-face in-state team meetings; (b) virtual meetings among the participating state teams; and (c) virtual networking and information sharing with other participating state teams. The Department intends to modify ED-VAE-12-C-0068 in two ways: • Add three additional states to the existing group of five states, increasing the number of states supported by the contract from five to eight. This expansion is in accordance with an Interagency Agreement between OVAE and the U.S. Department of Transportation (DOT). The funding for the three additional states would be provided by DOT. The period of performance for providing technical assistance to the three new states would be from the time of contract modification to September 23, 2015. • Extend the period of performance of the contract to September 23, 2015, such that the original five states would receive an additional year of technical assistance and support. This will allow the state teams to continue to help them integrate CTE programs of study into broader Career Pathways development efforts underway at the state and local level and to advance cross-systems program design and policy alignment. The Department reviewed the work to be performed under this modification and determined that it was in the best interests of the Government to issue this additional work as an expansion of the existing contract, as opposed to soliciting and awarding this work as a separate contract. The Department does not believe that it is feasible to separate this work into a separate contract at a reasonable price. However, pursuant to FAR 6.302-1(d)(2), the Department will consider any proposals from interested parties for this additional work.
