Program Title: Serbia Urban Training Course and Convoy / IED Training Course Notice Type: Request for Information/Market Research Acquisition Strategy Planning Information (DRAFT): Contract Vehicle: TBD Contract Type: Firm Fixed Price (FFP) Approximate Funding: TBD Acquisition Milestones are currently TBD pending case information from the Serbian Government. Requirements Summary: PEO STRI, Project Manager for Training Devices (PM TRADE) has a potential Foreign Military Sales (FMS) requirement to procure Mobile Military Operations in Urban Terrain (MMOUT) type containers of various sizes and configurations for the country of Serbia to enhance their Urban Training site and Convoy / IED lane training area at their Peacekeeping and Pre-Deployment Training Center (South Base). The Peacekeeping and Pre-deployment Center is an all-encompassing training center, with a focus on progressive learning that starts in the classroom environment and is reinforced by practical application/exercises in the Training Areas. The Urban Training site and Convoy / IED lanes, including container configurations that are scalable and tailorable to mission specific requirements, will greatly enhance training realism, effectiveness and throughput. As a result of this potential requirement, Price and Availability data are requested for the following: Line 001 - Urban Training Course Stations 1 and 2 - Refer to Serbia MMOUT Specification / Technical Requirements Description Document (TRDD) for details concerning overall requirements for containers included in Stations 1 and 2. Line 002 - Convoy / IED Training Course Stations 1, 2, 3, 4, 5 - Refer to Serbia MMOUT Specification / Technical Requirements Description Document (TRDD) for details concerning overall requirements for containers included in Stations 1, 2, 3, 4, 5. Pricing data for Lines 001 and 002 shall include the following: - Per Unit Cost, Total Cost, Direct & Indirect Costs, and Total Cost Per Station -Cost of site survey trip(s) (if required) to Serbia to inspect location where containers will be placed to ensure location is suitable. Please provide duration and number of personnel for site survey trip(s). - Cost of unmarked architectural drawings shall be included in contractor's response. These drawings shall become U.S. Government Property upon submission. - Safety labels/decals (if applicable) will be provided in the English language. - Containers will be provided to standard US Army baseline specifications. - Final 100% In Plant Inspection at the fabricator's facility with the U.S. Government IAW agreed upon contractor-provided U.S. Government approved checklist. 100% In Plant Inspection to occur prior to DCMA Inspection - Inspection will be at Origin, Acceptance will be at Destination, and FOB will be at Destination for Lines 001 and 002 - Assume that final on-site In-Country Acceptance of containers shall occur No Later Than (NLT) 30 August 2014 Line 003 - In Country Installation of Containers - Provides for in country installation and instruction on how to assemble and disassemble the various container configurations specified under the Serbia MMOUT Specification / Technical Requirements Description Document (TRDD) - Specify number of days and personnel required to successfully conduct In Country Installation of the various container configurations specified under the Serbia MMOUT Specification / Technical Requirements Description Document (TRDD) - Inspection, Acceptance, and FOB for Line 003 will be at Destination - Assume site preparation and gravel at one (1) percent or less grade with a four (4) foot gravel apron and minimum of 4 inches deep for each separate container will be provided by Serbia. Gravel apron dimensions for placement of each separate forty (40) foot container will be forty eight (48) feet by sixteen (16) feet. Gravel apron dimensions for placement of each separate twenty (20) foot container will be twenty eight (28) feet by sixteen (16) feet. - Assume Rough Terrain Forklift and or Crane for onsite installation of containers will be provided by Serbia. Line 004 - Contractor Shipping - Contractor will be responsible for shipping of all containers included under Lines 001 and 002 above from point of origin at contractor's facility to final destination in Serbia at the Serbian Training Center. Contractor will be responsible for obtaining all required shipping documentation (i.e. export-import licenses, customs exception forms, shipping insurance, etc.). GENERAL INFORMATION: 1)This procurement is anticipated to be a Firm Fixed Price (FFP) contract. 2)For pricing estimating purposes, a contract award date of 31 December 2013 should be used. 3)Responses should include confirmation/supporting details that the Final 100% In-Plant Inspection of containers at the fabricator's facility shall occur NLT 30 May 2014 (again based on the assumption of Dec 2013 Contract Award). 4)Responses should include confirmation/supporting details that containers will be On Site at the Serbian Training Center NLT 30 August 2014 for Final In Country Acceptance. 5)Interested parties are requested to provide a technical capability statement, in addition to the Price and Availability (P&A) / Sources Sought data. P&A / Capabilities data shall be provided for each of the lines referenced above: Urban Training Course, Convoy-IED Training Course, In Country Installation of Containers, and Contractor Shipping. The cover page should include company name, address, and points of contact including phone numbers and email addresses. Submissions shall be made using Microsoft Office applications. Submissions shall not exceed 10 pages, not including the cover page(s).
