- Deviation 2012-O0004 Draft DD254 Attachment 3 - Pricing Template Amendment 2 - Past Performance Questionnaire Attachment 1 - Performance Work Statement (PWS) Combined Synopsis Solicitation (Request For Proposals) PLEASE READ THE FULL COMBINED SYNOPSIS SOLICITATION DOCUMENT ALONG WITH THE OTHER DOCUMENTS ATTACHED FOR FULL DESCRIPTION AND REQUIREMENTS FOR SUBMITTAL OF A PROPOSAL!!! Synopsis: This is a combined synopsis/solicitation (CSS) for commercial items prepared in accordance with the procedures in Federal Acquisition Regulation (FAR) Subpart 12.6 and is being utilized in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 15, Contracting by Negotiation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This CSS is issued as a Request for Proposal (RFP). This solicitation is not a small business set aside. The NAICS code applicable to this procurement is 561110 with a small business size standard of $7.0 Million. This solicitation document incorporated provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-66. The FAR requires that prospective contractors complete electronic annual representations and certifications in conjunction with their required registration in the System for Award Management (SAM) https://www.sam.gov. Requirement: Provide program management, technical, and information technology support services to DOD CNTPO. These services shall include: support for engineering, analysis (technical and policy), task execution, logistics, acquisition, administration, workshops and symposiums, configuration management, implementation, product improvements and on-demand production of data products applicable to the DOD CNTPO. The Contractor shall provide all staffing, equipment, and materials necessary to perform the tasks as defined in the Performance Work Statement (PWS) (Attachment 1). The Contractor shall perform the following to the performance standards in this contract. 1. Administrative/Management Support 2. Conference Planning and Meetings 3. Document Translation Services 4. Technical Support

- Address: The primary place of performance is in Dahlgren, VA and Newport News, VA (on-site Government facilities). The alternate performance area includes the Contractor’s facility or other vendor facilities (off-site). The specific place of performance will be determined as required depending on mission requirements., The Government may require the contractor to perform Temporary Duty assignment (TDY) travel (CONUS) as required in the performance of this contract. The numbers of trips and numbers of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be pre-approved by the COR., The contractor shall conduct all travel in accordance with FAR 31.205-46, “Travel Costs,” and the Joint Travel Regulations (JTR) and all travel shall be pre-approved by the COR.
