Senior Police Advisor Lima, Peru Issuance Date: 04/26/2013 Closing Date: 05/24/2013 SOLICITATION NUMBER: PSC-13-030-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. MARKET VALUE: $80,728 - $118,552 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Department of State's (DOS) Bureau for International Narcotics and Law Enforcement Affairs (INL) is responsible for developing; supervising, coordinating and implementing international narcotics control assistance activities and international criminal justice issues for DOS. INL Office of Western Hemisphere Programs (INL/WHP) is responsible for justice and counternarcotics programs in Latin America and the Caribbean. INL/WHP provides policy guidance and develops, executes, and monitors programs to address the full-range of criminal justice issues relating to international development. Purpose The purposed of the personal service contract (PSC) is to provide a Senior Police Advisor to the Narcotics Affairs Section (NAS) at the U.S. Embassy in Lima, Peru. The Advisor will be the principal expert, policy advisor and coordinator on law enforcement matters for NAS in support of police institutional development activities, among them in the counternarcotics area, in Peru. The advisor is responsible for program management services to design, plan, implement, monitor, and evaluate the police program, assistance, training, and operations in the field. The incumbent advises the Peruvian National Police (PNP) and works to help build and professionalize the institution. Relationship The Senior Police Advisor will receive general policy advice, supervision, and guidance from the NAS Director or Deputy, and reports to the Deputy Director. The Senior Police Advisor supervises the USPSC Deputy Police Advisor and a LES Program Assistant. Duties and Responsibilities 1. Serve as the NAS project advisor to plan, design and implement activities to develop the institutional capacity of the Peruvian National Police (PNP), meeting regularly with high-level PNP officials to discuss program direction and activities. Develop goals, objectives, and budgets for the program and indicators to evaluate performance. Manage program operations and monitor regularly to ensure that program objectives are being achieved. 2. Assist NAS Director and Deputy in analyzing and evaluating the planning, design, and implementation of assistance programs. Keep Director and Deputy informed of developments related to the PNP, including the Antidrug Directorate (DIRANDRO) and other PNP elements involved in counter-narcotics activities that may affect U.S. assistance. Recommend course corrections or policy changes when necessary. Supervise Deputy Police Advisor (FP-02) and Program Assistant (FSN-10). 3. Work with the PNP to decrease and discourage drug production and trafficking in Peru. Advise PNP on law enforcement training and development, and on institution building. 4. Work with appropriate PNP officers to support training programs of Peruvian police personnel based upon a determination of appropriate skills needed to achieve law enforcement objectives. Conduct regular liaison meetings with PNP training officers to develop an annual training plan, approve requests for assistance, ensure proper use of NAS training funds, and monitor effectiveness of training. Assist PNP in organizing seminars and training courses in country. In coordination with the NAS Training Officer (Deputy Director) and the NAS Aviation Training Officer establish an annual training budget for police training at U.S. civilian and military institutions and recommend to PNP officials appropriate training courses. Coordinate use of U.S. DOD funds for counternarcotics training at U.S. military facilities with Embassy Lima's Military Advisory and Assistance Group (MAAG). 5. Prepare periodic reports and cables on major law enforcement issues in Peru and analytical reports on subjects such as doctrine and institutional development, changes in drug trafficking patterns, significant developments in police capacity, or policy recommendations. 6. Evaluate requests from the PNP for USG support and recommend course of action to NAS Director and Deputy Director. Prepare draft correspondence for appropriate reply. 7. Working in conjunction with the NAS Management Officer and NAS Procurement Office, define annual procurement requirements for project-supported national police activities. Work with PNP counterparts to quantify requirements, ensure validity of type and extent of support provided, and monitor to ensure that assistance is utilized in accordance with regulations. 8. Prepare and present briefings to USG, GOP, and third country government officials concerning law enforcement and counter-narcotics programs in Peru. Coordinate with other USG agencies, GOP officials, and international partners. 9. Working in conjunction with the NAS Management Officer and NAS Accounting Office, devise annual budgets for law enforcement assistance to facilitate achievement of project goals and objectives. Perform periodic end use monitoring and coordinate closely with NAS logistics officials. Provide NAS logistics officials with current, accurate information regarding the status and location of items donated by NAS to the GOP. 10. Monitor and review project performance against support plans, logistical requirements, and measures of effectiveness to ensure compliance with approved policy guidance. Perform continuing evaluations of progress towards meeting program objectives. Provide early notification of potential problem areas. Complexity Assignments involve organizations, operations, and functions of significant complexity with inter-related USG and GOP programs in an international environment. Adaptability and flexibility are indispensible. Incumbent occasionally initiates new or substantially modified methods and procedures, which results in significant program changes. Scope and Effectiveness Assignments and objectives will require analysis and investigation to prevent detect and resolve problems. Personal Contracts The Advisor is expected to maintain close working relationships with all levels of the PNP and other GOP entities within the Ministry of the Interior and with USG personnel of various agencies. The incumbent mentors senior police officers, and advises them on ways to strengthen their institution. The Advisor has frequent contact with DIRANDRO officers, with officials of the GOP counter-narcotics control board (DEVIDA) and with drug prosecutors and officials of the GOP's Public Ministry. The position requires good interpersonal skills and the ability to form cooperative relationships, articulate positions clearly, and persuade interlocutors. Minimum Qualifications 1. U.S. citizen, able to obtain/maintain a DOS Secret security and medical clearance. 2. Bachelor's degree in a related field, or five years relevant experience, plus experience in law enforcement of at least five years is required. 3. Demonstrated Spanish language fluency is required (Department of State Foreign Service level 3/3 is preferable; 2/2 is required). 4. Demonstrated knowledge of, and skill in, using management information systems, to include word processing, PowerPoint, Excel, accounting, database management and graphics applications, is required. 5. Demonstrated strong interpersonal skills. 6. Demonstrated skills in analyzing and solving problems. 7. Demonstrated advanced oral and written communication skills. 8. Proven ability to complete the FSI Contracting Officer's Representative (COR) course within the first 120 days of assignment successfully. Preferred • Demonstrated experience as a program officer. • Demonstrated knowledge of basic statistics, accounting, budget and economic principles and techniques. • Demonstrated overseas work experience and/or knowledge of United States Embassy organization and operations. • Demsotnrated familiarity with U.S. foreign assistance programs, organization and operations of USG agencies involved in law enforcement and/or counter-narcotics assistance. • Demonstrated experience in police mentoring and community policing. • Demonstrated knowledge of Latin American, or other foreign, police systems and knowledge of Peru's culture, history, geography, political, economic, and legal system. Evaluation Criteria Factor 1: (Law Enforcement Experience): (25 points) Offeror's demonstrated experience in managing law enforcement officials, ensuring sustainability of projects through provision of appropriate training and maintenance. Displayed ability to integrate competing needs of U.S. law enforcement, development, and security agencies. Factor 2: Knowledge and Abilities (25 points) Knowledge of police systems and their training, education and operational requirements. Familiarity with Latin American history and geography, plus its political, economic, and legal systems. Analytical and problem solving skills. Factor 3: Past Performance (20 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Factor 4: (Diplomatic Experience) (20 points) Offeror's demonstrated diplomatic experience in coordinating with U.S. government agencies, military units, international organizations, and the private sector. Demonstrated superior negotiation, communication, and interpersonal skills, in culturally sensitive situations. Factor 5: Program Management experience (10 points) Demonstrated experience in program management, specifically to design, plan, implement, monitor, and evaluate the police program, assistance, training, and operations in the field. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
