Description
Reference NASA Request For Information (RFI) Sources Sought Notice NNS13ZDA004L, posted 2/27/2013. The National Aeronautics and Space Administration (NASA) John C. Stennis Space Center (SSC) Office of Procurement (OP) is issuing this announcement as a Brand Name acquisition to establish Blanket Purchase Agreements (BPA) with multiple firms for the following items to be delivered to the John C. Stennis Space Center, Mississippi (SSC). The work to be performed under this requirement is the supply and delivery of 55-gallon barrels/drums of AK-225G Cleaning Solvent to SSC. The solvent will be required to be in compliance with Specification 54000-GM11, which is attached to this announcement as BPA Attachment 1. The estimated quantity to be ordered will be a maximum of 100 55-gallon barrels total from all established BPAs, which may be ordered in quantities of up to 40 55-gallon barrels per order. FOB will be destination. The Government estimates the total period of performance for this project will be from BPA award through October 31, 2014. The period of performance and/or lead time for delivery for each BPA Order will be specified in that order. The Government believes only one solvent is available that can be used in the referenced operating environment and provide the performance that will satisfy the Agency's requirements. As such, this notice is a limited source Brand Name acquisition under the authority of FAR 6.302-1(c) for the acquisition of supplies or services determined to be reasonably available from only one source (e.g. brand name), as there is only one brand and type of solvent that will meet the Governments requirements. AGC Chemicals Americas AsahiKlin AK-225G is the only solvent known that will function as required in the environment in which it will be used. The details of this determination are specified in the attached Brand Name Justification. This notice is a combination synopsis/solicitation for establishment of the aforementioned BPAs, as supplemented with additional information included in this notice, as well as a notice of the Governments intent to issue the requirement as a Brand Name acquisition. This announcement and its attachments constitute the only solicitation, which is issued as a request to establish a new BPA for supply and delivery of AK-225G solvent. Interested firms are advised that a Blanket Purchase Agreement (BPA) is not a binding contract but an agreement and, as such, all pricing must be set prior to any order being placed against the BPA. This notice does not commit the Government to pay any costs incurred in the preparation of any submission in response to this notice or to contract for supplies or services. This notice is issued under Simplified Commercial Acquisition Procedures in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13 and any resulting award will be made in the form of a Fixed Unit Price (FP) Blanket Purchase Agreement (BPA). It is anticipated that two or more BPA awards will be made for this requirement. The NAICS Code and Size Standard for this requirement are 325199 and 1,000 Employees, respectively. This acquisition is issued as a Brand Name requirement and is unrestricted with regard to business size. Responses to this notice shall be submitted and received at SSC not later than the offer due date specified on page 1 block 8 of the attached BPA SF1449.
