Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small businesses. TELEPHONIC SUBMISSIONS AND QUESTIONS WILL NOT BE ENTERTAINED AS THIS IS A SOURCES SOUGHT NOTICE ONLY. Naval Facilities Engineering Command Mid-Atlantic is specifically seeking Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The intent of this project is to replace the existing E15 and E16 12.47KV underground electrical distribution circuit by removing the existing cable from existing duct bank and installing the new cable back in the existing duct bank. There are five duct bank sections which cannot e reused and new concrete encased duct bank shall be installed for these five sections between existing electrical man holes. All new cable, cable splices, fire proofing, cable terminations and cable tagging material will be Government Furnished Equipment (GFE). All GFE is new. Some of the new E15 and E15/E16 cable has been installed in the existing duct bank. The contractor is required to complete the installation of those circuits. The proposed contractor will provide sufficient material, labor, equipment, supervision, and transportation to fulfill all requirements of the contract in accordance with industry standards. The Procurement Method is Sealed Bidding, FAR Part 14. The North American Industry Classification System (NAICS) Code for this procurement is 238210 and the annual size standard is $14,000,000. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. The target award range for this project is $250,000 to $500,000. All capable Certified HUB-Zone Small Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Women Owned Small Business (WOSB) and Economically Disadvantaged Women-Owned Small Businesses (EDWOSB), are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether a HUB Zone, SDVOSB, WOSB, or EDWOSB Set-aside is an acceptable strategy for this procurement. Upon review of industry response to this Sources Sought, the Government will determine whether set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. This office anticipates award of a contract no later than August 2013. Interested Small Business concerns should, as early as possible but not later than 22 May 2013, indicate interest in the acquisition by providing to the contracting office a capability statement and a positive statement of eligibility as a Small Business concern. The capability statement shall include the following: Ability to meet all technical requirements outlined in this notice DUNS number CAGE code Small Business classification for NAICS 238210 Bidders will be required to submit a bid bond with their bids. Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Notifications that do not address all the required information will not be considered. Interested parties should respond as soon as possible but no later than 1400 22 May 2013.
