Combined Synopsis/Solicitation (Multi-Purpose Aerosol Crusher Machine) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued as a request for quotation (RFQ). RFQ # M6739913Q0016 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66. This is a restricted purchase set-aside for 100% Small Business Concerns. The North American Industry Classification System Code (NAICS) is 333249. The Standard Industrial Classification Code (SIC) for this order is 3559. The small business size standards are 500 EMP. The Federal Supply Classification (FSC) for this order is 3695. This solicitation is for the purchase of Multi-Purpose Aerosol Evacuation Crusher. CLIN 0001, Multi-Purpose Aerosol Evacuation Crusher QTY 1 EACH Aerosol can evacuation to include propellant recovery Aerosol and paint can crusher Petroleum, Oil and Lubricant (POL) filter crusher Propellant and (POL) Petroleum, Oil and Lubricant evacuation or capture Automatic ejection of processed cans/ containers Technical Performance Specifications: Pierces, drains, and crushes aerosol cans (up to 12 inches in height) Crushes paint cans and pails (up to a six- gallon capacity) Crushes oil filters, and a variety of pails, cans and small drums ( up to 5 gallon) with automatic ejection VOC and PROPELLANT CONTAINMENT and RECOVERY: Captures volatile organic compounds (VOC ™s) and propellants, keeps them out of the work area and the environment therefore eliminating the need for respirators, and face shield for personnel. VACUUM SYSTEM: All vapors are pressurized through carbon activated filtration system LIQUID COLLECTION CAPABILITY: Liquids that are squeezed from containers may be collected in a 55-gallon drum CRUSHER STAND: Provides approximately 41 inches of clearance for a 55- gallon drum COLLECTION, SAFE, EXPLOSION PROOF: Unit will not operate with door open. Completely explosion proof with self-contained explosion proof controls and power supplies. Suitable for use with solvent based paints and other flammable liquids. POWER: 115v 1ph 20A and 230v 1ph 20A, 1-1/2 HP 80psi CLIN 0002, Carbon Filtration System with Saturation Detector and Flex Hose QTY 2 EACH The MULTI-PURPOSE AEROSOL EVACUATION CRUSHER shall be delivered to DMO BLDG 1102, Del Valle RD, Marine Air Ground Task Force Command, Marine Corps Air Ground Combat Center, Twentynine Palms, CA 92278 The successful offeror is required to be registered with, understand, and invoice through Wide Area Workflow. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation provisions and clauses are applicable to this acquisition. All provisions and clauses may be found at the following website: http://farsite.hill.af.mil/ FAR: 52.204-7, 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5 (a)(1)(b)(12)(i)(16)(23)(26)(27)(28)(29)(31)(38)(47), and 52.247-34. DFARS: 252.204-7004 (Alt A), 252.212-7000, 252-232-7006 and 252.212-7001(b)(6)(i)(16)(i)(23)(29)(i)(iv). The Projected Award Date for this requirement is June 3, 2013. INSTRUCTION 1. New equipment/parts only, no refurbished or remanufactured products. 2. Quote MUST be good for 30 days after Request for Quote closing date. Questions concerning this quote must be submitted at least 5 days prior to the established closing date to reasonably expect a response from the Government. Those questions not received within the prescribed date may not be considered. Quotes must be submitted per unit price, quotes that cover less than all the items and quantities in this solicitation will be rejected as non-responsive. 3. Required delivery date: 8-10 wks ARO 4. The price of delivery is to be included within the CLIN structure. 5. Manufacturer country of origin EVALUATION The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The Basis for Award is best value. The Government will make an award that proves to be the best all around value to the Government, utilizing the following evaluation criteria: 1. Technical “ the machine required must meet the technical criteria. Additionally, it must be equipped with a carbon activated charcoal filtration system, which will allow for the scavenging of the propellants that are removed from the aerosol can. 2. Warranty 3. Past Performance The Government reserves the right to deem items unacceptable if specifications are not meet. Early elimination of quotes: An offeror ™s quote may be eliminated from further consideration for award or continued evaluation if it: takes exception to the requirements of the RFQ, contract clauses, and all other material terms and conditions in the RFQ or there is an unexplained ambiguity in the quote, is unrealistically high or low in price, reflects an inherent lack of technical competence. *** It is very important that all vendors and contractors follow all instructions provided below, when quotes, bids, or proposals are being submitted *** Please include DUNS #, CAGE CODE #, and TIN.
