- The purpose of this announcement is to inform industry of the basis for the Federal Aviation Administration ™s (FAA) decision to contract with a selected source via single source procedures. The FAA intends to solicit and negotiate only with Adacel Systems, Inc. of Orlando, Florida, in accordance with AMS Policy 3.2.2.4. The Safety and Technical Training Service Unit at the Federal Aviation Administration (FAA) requires the continued operation and maintenance of the Tower Simulation System (TSS). The system is utilized to train air traffic controllers in a simulated airport tower environment. The TSS is a high fidelity, 3D visual display system that emulates operations at a controller ™s specific airport. It utilizes voice recognition technology and display systems that show a graphic representation of the airport environment, ground radar, communications, and airport radar system for airborne movements. The FAA currently has 43 TSS supporting 133 field locations as well as the FAA Academy. Although the TSS were procured from Adacel in December of 2007, Adacel designed, developed, and is the exclusive owner of the TSS MaxSim software currently in use. The FAA requires continued operations and maintenance of the existing TSS in order to ensure up to date, uninterrupted Air Traffic Control (ATC) training. ATC training is necessary to ensure safety of the National Airspace System. Through a market survey conducted August of 2012 the FAA determined that Adacel is the only company that can meet the FAA ™s requirement because of the need for access to Acacel ™s proprietary software. This is anticipated to be an Indefinite Delivery / Indefinite Quantity contract with fixed priced CLINs with a period of performance of one year and no option periods. The government anticipates this award to be an amount between $1 million and $10 million. This announcement is for information purposes only, and is not a request for proposals.
