- TITLE: HEALTH IT USABILITY FRAMEWORK THIS NOTICE IS ISSUED IN ACCORDANCE WITH THE GUIDANCE FOR THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 AND FAR SUBPART 5.705. Contract Number SB1341-11-CN-0011 was awarded to Wiklund Research and Design of Concord, MA, on February 28, 2011, in the amount of $1,206,648.00. All work is required to be completed not later than December 31, 2013. Work required under this contract shall provide all labor, materials and equipment necessary to develop Usability Guidelines and an Evaluation Framework for Electronic Health Records Systems. The above referenced work is being completed under a time and materials contract. Due to multiple unknowns associated with the project, a firm fixed price could not be established with any reasonable degree of confidence. Unknowns include: uncertainty regarding the frequency and location of meetings that the Contractor will require to complete the required work; uncertainty with respect to the number of Electronic Health Record Systems (EHRs) available and being utilized in the professional marketplace; and use of a firm fixed price contract was anticipated to limit competition and increase the cost to the Government due to a significant amount of risk. Modification 004 is being issued to incorporate a Department of Commerce (DOC) clause pursuant to the NIST approved institutional review of the non-exempt research involving human subjects the protocol titled "Creating a Framework for Electronic Health Record Usability" within the Information Technology (ITL) Project titled: "Study of Electronic Health Record Usability Parts 1-3: (1) Web Surveys, (2) User Observation, and (3) User Interviews." The total amount of the contract and the period of performance remain unchanged.
