- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and the evaluation procedures in Part 15 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Proposal (RFP) Solicitation Number is HSCETC-13-R-00003.1. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-60, effective July 26, 2012. This is a total small business set-aside under NAICS Code 5621621 Security System Services (except Locksmiths), the size standard of which is no more than $12.5M in average annual receipts. This requirement is subject to the Service Contract Act of 1965, and the attached wage determination (Attachment 5) shall be incorporated into this solicitation. Immigrations and Customs Enforcement (ICE) intends to award a Firm-Fixed Price (FFP) contract for security system equipment maintenance, repair, and replacement support services in accordance with the included Statement of Work (SOW). The SOW, an Equipment List (Attachment 1), and a schedule of contract line item numbers and items (Attachment 2), A Past Performance Questionnaire (Attachment 3), Wage Determination (Attachment 4) and Labor Agreement (Attachment 4.1) are available in this RFP. PERIOD OF PERFORMANCE: The period of performance will be one year with four one-year options and one Optional Six (6) Month Extension. PLACE OF PERFORMANCE: All services shall be performed at the General Services Administration's (GSA) U.S. Appraisers Building at 630 Sansome Street, San Francisco, CA 94111. The following clauses and provisions are applicable to this solicitation and are incorporated by reference and any addenda will be noted: 52.212-1, Instructions to Offerors-Commercial (Feb 2012). The clause has been tailored to meet the specific requirements of the agency. The clause is contained in full text as part of this RFP (See Clauses and Provisions attachment). 52.212-2, Evaluation-Commercial Items (Jan 1999). The evaluation factors are Technical / Management Approach, Past Performance, and Cost/Price as stated in the RFP. Technical / Management Approach is most important. Past Performance is less important than Technical / Management Approach. Cost/Price is less important than Technical / Management Approach and Past Performance taken individually. Non-price evaluation factors when combined are significantly more important than price (See Attachment 4 - Clauses and Provisions). 52.212-3, Offeror Representations and Certifications-Commercial Items (April 2012). An Offeror shall include a completed copy of the provision with its offer unless the offeror has completed the annual representations and certifications electronically via https://www.acquisition.gov in which case, the Offeror shall only complete and submit paragraph (b) of the provision. Paragraph (b) of 52.212-3 is included as part of this RFP (See Attachment 4 - Clauses and Provisions). 52.212-4, Contract Terms and Conditions-Commercial Items (Feb 2012). 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items (MAY 2012). Attachment 4 - Clauses and Provisions included among the RFP documents identifies the additional FAR clauses cited in this clause that are applicable to this acquisition. Additional provisions and clauses and Homeland Security Acquisition Regulation (HSAR) provisions and clauses applicable to this solicitation are also included in the Clauses and Provisions attachment. Content, Instructions, and Evaluation Criteria for Proposal Submission: All questions concerning this solicitation must be directed in writing via email to lane.jones@ice.dhs.gov and Susan.D.Erickson@ice.dhs.gov. No questions or inquiries will be accepted by telephone. The question submission deadline date is May 20, 2013. Responses to submitted questions will be posted as an amendment to this solicitation by May 24, 2013. The distribution of any resulting amendments to the solicitation will be accomplished solely through the FedBizOpps website. Hard copies of the solicitation documents will not be available; therefore, no written, telephone, or facsimile requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. Interested parties are responsible for monitoring the FedBizOpps site to assure that they have the most up-to-date information about this RFP. The Government will award a contract resulting from this Request for Proposal (RFP) to the responsible Offeror whose Proposal conforming to the RFP will be most advantageous to the Government, price and other non-price factors considered. All Offerors are encouraged to provide their best terms with the initial submission as the Government reserves the right to award without discussions. However, the right to conduct discussions, if necessary, is reserved. In the event the technical evaluation of Proposals approaches equality, price becomes more important in making the award determination. In the event that two or more Proposals are determined not to have any substantial technical differences (i.e. are technically equivalent), award may be made to the lower priced Proposal. It should be noted that award may be made to other than the lowest priced Proposal if the Government determines that a price premium is warranted due to technical merit. The Government may also award to other than the highest technically rated Proposal, if the Government determines that a price premium is not warranted. In order to ensure an efficient competition, only those Offerors with the most highly rated Proposals will be considered for award. Proposals shall be submitted electronically via a single email to lane.jones@ice.dhs.gov and Susan.D.Erickson@ice.dhs.gov. In order for a Proposal to be considered responsive, it must contain the following: 1) Technical Volume (PDF Format) 2) Cost/Price Volume explaining FFP Proposal (in accordance with Attachment 2) Proposals are due by June 7, 2013 by 11:59 AM EDT/EST. Volume I: Technical Contents & Evaluation Basis a. The Offeror's description of proposed technical approach and techniques for completing each task. b. The extent to which the Offeror's proposed solution addresses the requirements presented in the SOW. c. The Offeror's Quality Assurance Surveillance Plan (QASP), which is the means by which they propose to assure their work complies with the requirements of the awarded contract. d. Description of any anticipated major difficulties and problem areas, along with potential recommended approaches for their resolution. Excluding any resumes, this part shall not exceed 10 pages. Volume II: Cost/Price Contents & Evaluation Basis Offeror shall provide a FFP proposal (in accordance with the CLIN schedule included as a separate attachment in this solicitation) and explain any assumptions used in formulating the proposed price. ICE will evaluate the price for reasonableness in accordance with FAR Part 15.305(a)(1). Prices that are excessively high or low may be considered unrealistic and unreasonable, and may receive no further consideration. Pricing notes and assumptions will be considered as part of the best value tradeoff, if required. Content, Instructions, and Evaluation Criteria for Submission of Past Performance: Offerors may have up to three (3) completed Past Performance Questionnaires (Attachment 3) submitted directly from a rating official on behalf of the Offeror. Submitted Past Performance Questionnaires must be relevant in size, scope, and complexity when compared to this current requirement and either must still be in progress or completed during the last three (3) years. In order to facilitate efficiency in receipt of Past Performance Questionnaires, offerors shall adhere to the following guidance: (1) Each completed Past Performance Questionnaire shall be submitted via email to Contract Specialist, Lane Jones, at lane.jones@ice.dhs.gov. (2) The subject line of the email should read as follows: "PPQ for HSCETC-13-R-00003.1 / (Offeror's name)"; and (3) Past Performance Questionnaires must be received no later than the RFP due date of June 7, 2013. Evaluation Criteria - The Government will evaluate past performance based on the currency and relevance of the information, source of the information, context of the data, general trends in contractor's performance, and overall performance. As applicable, the Government shall consider information provided on problems experienced on identified contracts and the offeror's corrective actions as well as past performance information regarding predecessor companies. The Government reserves the right to reach out to Points of Contact provided to verify Past Performance information submitted and use information obtained from other sources when evaluating past performance. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. In this instance, the offeror's past performance will be rated as neutral.
