NOTE: THIS PROJECT WAS PREVIOUSLY POSTED UNDER PRE-SOLICITATION NUMBER W91236-13-R-0010. THE CORRECT SOLICITATION NUMBER WILL BE W91236-13-R-0030 This procurement is for a Multiple Award Task Order Contract (MATOC) to provide a full range of Sustainment, Restoration, and Modernization Support (SRM) to include environmental, base support services, demolition, minor construction, design-build, and remediation in support Department of Defense Education Activity (DoDEA) Domestic Dependent Elementary & Secondary Schools (DDESS). The environmental and base support services consist of environmental compliance, environmental restoration, environmental conservation, pollution prevention, military munitions response, erosion and sediment control, storm water and water reuse, safety and industrial hygiene, quality assurance, facilities maintenance, inspection, energy management, and base support. Traditional construction is related to restoration, renovations, repairs, and modernization of existing and minor construction of new facilities with Operations & Maintenance (O&M) funding. Up to six contracts may be awarded. Work will be awarded by task orders. Individual task orders will generally be competed among the contractors selected, except where the Contracting Officer determines otherwise. A wide variety of repair, restoration, modification and new work are expected. Location of work is at CONUS, Guantanamo Bay, and Puerto Rico. The total contract for base period plus option periods shall not exceed 16,000,000.00. The guaranteed minimum amount is $20,000. The evaluation factors for this action will be as follows: The Proposal Compliance Review; The Proposal Technical Quality Evaluation; Proposal Past Performance, The Proposal Price Evaluation; and the Cost/Quality analysis. Offerors will be evaluated on both technical quality and conformance to the solicitation and price. The Government reserves the right to reject any or all proposal prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED ANY AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The receipt date for proposals for is May 23, 2013.
