Description
NASA/GSFC has a requirement for a Multicollector Noble Gas Spectrometer. The Thermo Fisher Scientific Multicollector Noble Gas Spectrometer is a state-of-the art magnetic mass spectrometer for high precision isotopic analysis of small samples of all the noble gases. It comprises a magnetic sector with 35 cm, 120o extended geometry ion optics; a flanged mounted 10KV Nier type ion source; an ultra high vacuum system utilizing turbo, ion and getter pumps capable of providing 10-10 mbar background pressures; an array of 5 individual collectors each having a Faraday bucket and an ion counting detector; and a dedicated data acquisition and full computer controlled software. The design features embedded in the Thermo Fisher Multicollector Noble Gas Mass Spectrometer enables the separation of 20Ne+ from 40Ar2+. NASA/GSFC intends to purchase the items from Thermo Electron North America LLC. Pursuant to FAR 13.5 for the acquisition of supplies and services determined to be reasonably available from one source. Thermo Electron North America LLC is the only vendor that has documented scientific evidence that their instrument has the ability to separate Neon and Argon ions (20Ne+ from 40Ar2+).The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Government intends to award using FAR PART 13 and Subpart 13.5 Test Program for Certain Commercial Items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 31, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
