- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Flame Resistant quote mark GORE-TEX quote mark Fuel Handler Coveralls with quote mark Nomex quote mark for Indiana Army National Guard May 14, 2013 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation number W912L9-13-T-0015 is being issued as a Request for Quote (RFQ) using the Simplified Acquisition Procedures in accordance with FAR Part 13 guidelines. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. All responsible sources may submit an offer to be considered by the agency. 4. This requirement is a 100% Small Business set-aside. Only Small Business Administration (SBA) certified small business vendor quotes will be considered. This is a brand name or equal requirement. There are two manufacturers of the brand name product, Propper International and Tennessee Apparel Corp. The North American Industry Classification System (NAICS) code is 315280, and the business size standard is 500 employees. 5. The Government will award a firm fixed price contract for Flame Resistant Fuel Handler Coveralls for the Indiana Army National Guard. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical capability of the item offered to meet the government requirement. 2. Price. 3. Small disadvantaged business participation. The factors are listed in their order of importance. Vendors quoting a non-brand name product claimed to be equal in features and quality of brand name product may be required to submit a sample of the product so it may be examined for fit, finish, quality, and features.
