- This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although proposal, contractor, and offeror may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by the VA Hospital in Albany, NY for the purpose of collecting information about the interest and bonding capabilities to Renovate Albany VAMC Hospital basement. This project shall include but not be limited to the following: Renovate Albany VAMC Main Hospital Basement floor D-wing and Core (approximately 16,000 square feet) to expand and upgrade the Sterile Processing Services department, expand Logistics Clean Storage and provide a Kitchen storage area. The project includes general construction; exterior excavation and storm tank installation; interior demolition and construction; asbestos abatement; major alterations and additions to mechanical, plumbing, electrical and other utility systems; installation of new air handlers and associated ductwork and plumbing; extensive ductwork installation for specialty ventilation systems; installation of steam sterilization systems with steam-to-steam generator and reverse osmosis systems; relocating major equipment and working with third-party vendors to install new major equipment. The project will be accomplished in multiple phases to ensure continuous operation of both SPS and Logistics throughout construction. (e) It has been determined that there are qualified firms in accordance with Public Law 109-461 that are capable of performing under NAICS Code 236220, "COMMERCIAL AND INSTITUTIONAL BUILDING CONSTRUCTION", with a size standard of $33.5 M. However, the estimated construction value of this project falls within the range of $5,000,000 and $10,000,000. Due to this magnitude, it is the government's intent to solicit the below information. (f) Responses to this sources sought notice must include the following information: (1) General information about your company including name, address, contact person, phone number, email address(s), DUNS number and company website if available. (2) Type of business such as Service Disabled Veteran Owned small business, Veteran Owned small business, 8(a), small business, Hub Zone small business, Small Disadvantaged business, large business, etc. (3) A letter from your bonding company acknowledging the following i. The availability of bonding capacity to provide your firm with the appropriate performance and payment bonds. ii. Willingness to provide said bonds iii. Intent to provide said bonds upon submission of a proposal and/or subsequent award, for any resultant solicitation/award generated from this notice. NOTE: Should bonding be tied to a third party, please specify in your letter. This will not be a disqualifying determining factor in your review. (4) A signed affirmation that your company has not been issued a show cause letter, cure notice, terminated for default, or been denied a Small Business Certificate of Competency. (5) A certification that the bidder/offeror has no more than three (3) serious, or one (1) repeat or one (1) willful OSHA or any EPA violation(s) in the past three years. Notification shall be submitted as soon as possible but no later than 4:30 PM EST, May 27, 2013. Responses to this sources sought shall be emailed to the following: Martin.Mcpherson@va.gov.
