- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation and any resultant award will be processed in accordance with FAR 13 Simplified Acquisition Procedures. Solicitation W15QKN-13-T-0061 along with incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-66, effective 1 April 2013. The NAICS code for this procurement is 339112 and the small business size standard is 500. The U.S. Army, Army Contracting Command (ACC) New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the U.S. Army ARDEC, Picatinny Arsenal, NJ has a requirement for a Perkin Elmer XRD1621 AN15 Flat Panel Detector package, CLIN 0001, in accordance with the attached Statement of Work (SOW) (see Attachment 1). This acquisition contains brand name requirements. The required hardware is proprietary. This hardware is needed to ensure continued oversight and assistance of production contractor setups, capabilities, and techniques. These detectors will maintain a high level of imaging competency within ARDEC to support R&D development of munitions and weapon systems. The QRL has had problems replicating a high level of digital images for analysis, interpretation, and comparison to contractor data, due to the lack of capability to use the same detector technology being used by the contractor. Specifically, several contractors are installing new quote mark flex lines quote mark that are capable of inspecting multiple items that have different image quality needs and inspection criteria for each. These quote mark flex quote mark items require the ability to image across the low ( less than 100kV), medium (100kV-450kV), and high ( greater than 450kV) energy ranges with minimal loss in image quality between them, while using the same detector. The capability to create duplicate image quality and data done by contractors is critical to maintaining the ability to insure radiographic engineering services meet the needs of our customers. The only way to insure similar image quality capabilities to audit government contractors is to use the same detector. No other source produces a product comparable to the Perkin Elmer XRD1621 AN15 Flat Panel Detector package. QRL needs to establish this detector technology and capability as part of an overall business strategy to enable ARDEC to maintain its status as the premiere Army Center for R&D in munitions and weapon systems. Without the XRD1621 AN15 digital detectors, the ability to provide critical radiographic support and analysis to customers will be severely hampered, causing delays in engineering, development, and acquisition that could adversely affect the warfighter. Offerors responding to this announcement shall submit their proposal in accordance with FAR 52.212-1. Offerors shall have a valid registration at SAM.gov. The Government will not assume offerors possess any capability, understanding, or commitment not specified in the quote.
