- Description
- Mission and Installation Contracting Command - Yuma Proving Ground, AZ. The requirement is for Mission (Test) Support Services at the United States Army Yuma Proving Ground (USAYPG), AZ. The primary mission of USAYPG is to conduct integrated operational/developmental systems testing and evaluation in natural environments. Yuma Test Center, Cold Regions Test Center and Tropic Regions Test Center are all subordinate test facilities. Testing to support the test facilities may also take place throughout the U.S. and Outside the Continental United States (OCONUS) localities to support safari testing in other natural environments. Test programs are assigned to the USAYPG in the following major commodity areas: Combat and Automotive Systems, Munitions and Weapons Systems, and Aviation and Air Delivery Systems. The Contractor will be required to provide non-personal support services for the following areas: Electronic Instrumentation Operation, Optical & Geodetic Instrumentation Operation, Metrology & Simulation Operation, Computation and Automation, Operations and Maintenance, Range Management Operations, Technical and Engineering Special Services, Range Communication Operations, Information Management Operations, Data Management and Test Coordination. Award will be made using best value, trade-off procedures. A Cost Plus Award Fee (CPAF) type contract with Firm-Fixed Price (FFP) and Cost Reimbursable Contract Line Item Numbers (CLINS) for phase-in, contractor manpower reporting (CMR), and Other Direct Costs (ODCs) is anticipated. The solicitation and subsequent contract will be awarded for a Phase-In period of 60 days, a one-year base period and three (3) one-year options, with the inclusion of FAR Clause 52.217-8 Option to Extend Services for a period Not To Exceed (NTE) 6 months, for a total potential period of performance of four (4) years, eight (8) months. Please note that Organizational Conflicts of Interest (OCI) clauses will be incorporated into the solicitation by amendment to be issued shortly. USAYPG will host a quote mark Virtual Tour quote mark of USAYPG on 04 June 13. The event will be held at the Palm Gardens located on the Main Post at USAYPG, and will start promptly at 0800 and run through 1100hrs. Seating is limited and therefore registration is limited to no more than two (2) representatives per company on a first-come-first-served basis. Only those with a confirmed registration will be permitted to attend. Registration details are available in the solicitation. The information presented will be unclassified; and, aside from registration, no other information is required. This requirement is being solicited under full and open competition. The North American Industrial Classification System (NAICS) code is 541330, Engineering Services, with a size standard of $35.5M.
