Description
MOKKITS- Operations Synopsis Solicitation Number: FA5215-13-R-7007 The 647th Contracting Office located at JBPH-H, Oahu, Hawaii, intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for on-site Operations Support of the Misawa/Osan/Kunsan/Kadena Instrumented Training System (MOKKITS) which will be located at Misawa, Osan, Kunsan, and Kadena Air Force Bases. The MOKKITS provides realistic Air Combat Training to the warfighter and employs instrumentation on high activity participant aircraft and ground subsystem components. The system contains an air-to-air data link for sharing participant GPS based time-space-position information and is capable of both range-less and ground-based live monitor operations. The requirement consists of providing operational support for the MOKKITS. The MOKKITS Operations tasks includes aircraft upload/download of the airborne subsystems (pods) AN/ASQ-T34 and AN/ASQ-T503 and pre-mission and post-mission preparation with Data Transfer Devices (DTDs); preparing mission files and operating the Individual Combat Aircrew Display System (ICADS) during aircrew debriefings. The period of performance/contract completion time is anticipated to be a period of 12 months with four (4) 1-year option periods. The North American Industry Classification System (NAICS) code for this work is 488190. The Government intends to award without discussions. Interested offerors must be registered in the System for Award Management (SAM) database. Firms can register via the SAM Internet site at http://www.sam.gov or by contacting the SAM Information Center at 1-866-606-8220. (NOTE: The registration for access to the secure site takes approximately 5 business days. PLAN ACCORDINGLY). All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only at Federal Business Opportunities (www.FedBizOpps.gov or www.fbo.gov) system. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) System for Award Management (SAM) Marketing Partner Identification Number (MPIN); 2) DUNS Number and CAGE Code; 3) Telephone Number; and 4) E-Mail Address.
