Description
The CONTRACTOR currently utilizes approximately 150 leased/rental copiers, 18 which are classified, and 5 which are color. Together they produce over 1.5 million copies annually. Releases will be issued by the CONTRACTOR that authorizes the SUBCONTRACTOR to acquire equipment for lease/rental to the CONTRACTOR at the monthly rate stated therein. Each Release constitutes a separate lease. The terms and conditions stated in the Agreement shall be incorporated by reference in each Release. SUBCONTRACTOR shall provide all required services to: •1.1 Work Included: T he SUBCONTRATOR shall provide leased/rental copier equipment and all required services to support the copier equipment requirements for all CONTRACTOR locations to include, but not limited to: the Nevada National Security Site (NNSS); North Las Vegas Complex (NLV); Remote Sensing Laboratory at Nellis AFB; other Las Vegas locations; and out-of-state areas including the Remote Sensing Laboratory-Andrews Operations (AO) at Andrews AFB in Maryland; Los Alamos Operations (LAO) in Los Alamos, New Mexico; Livermore Operations (LO) in Livermore, California; Edgewood, NY, and Special Technologies Laboratory (STL) in Santa Barbara, California. SUBCONTRACTOR services shall include the following: deliver and install reliable copiers; provide unlimited key operator training on machine functions to the CONTRACTOR such as adding supplies, clearing jams, etc.; provide technical support to maintain continuous operations; maintain a reasonable level of customer service; administrative accountability and reporting features; move/relocate copiers upon request; and provide labor, parts, and supplies (excluding paper and staples). Copier model replacement will be required, at no additional cost to CONTRACTOR, should parts and technical service/support no longer be available. Preventative maintenance to be provided - the process to be outlined by SUBCONTRACTOR. Delivery of the leased/rental copier equipment will occur no later than 15 calendar days from the issuance of a Release. A completed Equipment Move Form shall be submitted to CONTRACTOR within 5 days of installing the copier. The SUBCONTRACTOR will ensure that all applicable software and firmware updates for all provided equipment will be applied no later than 15 calendar day from issuance of a Release. Copiers shall not be connected to the network or to the telephone system. All copiers must have sanitation feature enabled. The SUBCONTRACTOR will perform all work required to assist the NSTec Cyber Security Team in resolution of digital security concerns regarding all provided equipment. Work performed assisting the NSTec Cyber Security Team will be handled with all service characteristics defined for trouble calls including response time, resolution tracking etc. The SUBCONTRCTOR shall provide a centralized telephone number for key operators to report trouble calls between the hours of 7:00 am to 5:30 pm PST, Monday through Friday. Response time (physical presence on-site) for trouble calls shall be within four hours of receipt of call for all areas other than the NNSS (including the outlying areas). Response time for trouble calls at the NNSS shall be within two working days of receipt of the call. Copier equipment that cannot be repaired to an acceptable working level after the third service call and/or when parts are no longer available must be replaced within 5 days. The SUBCONTRACTOR shall provide temporary copier equipment acceptable to the CONTRACTOR'S needs, in place of any leased/rental copier equipment that must be removed from service for more than five working days. Temporary equipment shall not remain as replacement for more than 30 days. A completed Equipment Move Form shall be submitted to CONTRACTOR within 5 days of replacing/moving the copier. Copiers shall not be removed from any NNSA/NFO site except upon approval by Cyber Security and Technical Security, and any other approvals that may be required. The SUBCONTRACTOR shall submit lease/rental invoicing on a quarterly basis listing each Release's lease/rental charges separately and shall submit meter invoices based on the CONTRACTOR'S submitted/ or electronically read meter reads for each Release on a per copy-charge basis. Both lease/rental and meter invoices can be consolidated into one/two report(s) providing that charges for each lease/rental is listed separately. The CONTRACTOR will not pay invoices based on SUBCONTRACTOR estimates of meter usage. The SUBCONTRACTOR will provide Monthly Service Reports to CONTRACTOR, and be submitted to CONTRACTOR by the 5 th of the following month. Monthly service call reports must detail the date and time the call was received, who reported the problem, machine ID#, where the machine is located, technician that responded to the call, what repairs were made, who the technician spoke to when the service call was completed, and must have a signature of SUBCONTRACTOR'S employee indicating repair and/or service was completed. All leased copier equipment must: •· Be approved by the Underwriters Laboratory, Inc., or a CONTRACTOR-approved equivalent laboratory. •· Meet all applicable OSHA (Occupational Safety & Health Administration) standards and regulations and be equipped with a three wire grounded plug. Operate on standard 110-120 V power on an undedicated line. The maximum operating amperage is not to exceed 20 amps. •· Be installed with the duplex, energy save (auto mode pre-set to 5 minutes from last copy) auto-off, and sleep mode features enabled as the default mode. •· Qualify for the ENERGY STAR label and have automatic duplexing. •· Be manufacturer-recommended for use with at least 30% post-consumer recycled paper. The SUBCONTRACTOR shall provide replacement copiers, when current equipment can no longer perform to its expectations or end user's needs have changed; the replacement will be with features equivalent to, or better than, the existing equipment listed below and must include all cyber security requirements, i.e., sanitation feature, etc. NOTE: Any and all replacements must go through the Cyber Security approval process prior to installation or exchange of existing equipment. MINIMUM LEASED COPIER EQUIPMENT REQUIREMENTS AND SPECIFICATIONS Category A •· 20 - 30 copies per minute (CPM) •· Originals: auto document feeder/duplex auto document feeder •· Throughput: sizes 5 ½ x 8 ½" to 11 x17". 16-32 lb. weights including pre-drilled and pre-printed stocks, colored paper, letterhead, adhesive mailing labels, and transparencies •· Zoom Reduction/Enlargement: zoom from 50% to 200% in 1% increments •· Auto Two-sided Copying: 1-sided to 2-sided, 2-sided to 1-sided. •· Convenience stapler •· Sorter: sort and stack modes Category B •· 45 copies per minute (CPM) •· Originals: Duplexing auto document feeder up to 100 originals at a time •· Throughput: sizes 5 ½ x 8 ½" to 11 x 17". 13 lb. bond to 110 lb. index, letterhead, pre-printed forms, labels, transparencies, and covers •· Auto Two-sided Copying: 1-sided to 2-sided, 2-sided to 2-sided, and 2-sided to 1-sided. Additional Features: auto contrast, job interrupt, job pre-programming, auto magnification, etc. •· Sorter/Finisher: sort, stack, and job build modes •· Auto stapling •· Zoom Reduction/Enlargement: variable from 50% to 200% in 1% increments •· 50 sheet Multi-Position Stapling Finisher •· Punch unit •· PCL/PS3 Embedded Controller •· Print, Copy, and Scan Ability. Category C •· Same specifications as Category B above with the addition of color copy ability. In addition to other requirements stated herein, the following requirements shall also apply to this order: A dedicated government owned laptop computer will be used for performing copier software updates and maintenance. The laptop computer shall be used only to support the maintenance of the photocopier. A maintenance agreement for laptop computer software updates must be included and meet Cyber requirements. The laptop(s) shall remain under the control and responsibility of the STR. Media introducing software updates, patches, etc., must undergo NNSA/NFO virus or malware scanning. Infrared and radio frequency wireless technologies are not approved for use within any photocopiers. If acquisition of these features cannot be avoided, they must be disabled. Disabling infrared and radio frequency wireless technologies will be certified through Technical Security before authorized use of the equipment. Leased copiers, categories A, B, and C shall be ordered without a hard drive. Hard Drive: The introduction of a hard drive into a copier must be preapproved by Cyber Security and Technical Security. Hard drives and memory chips, e.g., electronic data storage devices other than RAM or other volatile memory, shall become property of NNSA/NSO and will be removed from equipment for any offsite repairs and or replacement of equipment. If available, sanitization features must be enabled. Sanitation features will be verified by Technical Security. The following will only apply to copiers used in secured areas. SUBCONTRACTOR will be notified which copiers will be used in such areas: Copiers used in secured areas will NOT contain hard drives. Components replaced during maintenance activities will be retained by, and will become the property of, NNSA/NSO. Some copiers may require Security kits that will be placed in copiers used in secure areas. All images copied must be overwritten and NOT saved/retrievable for future copying. Copiers required to have security kits will be identified through solicitation. Currently an estimated count of 18 copiers have been identified to require the security kit. Any copier intended for use in a Limited Area (LA) or higher, regardless of whether the intended use is for classified or unclassified reproduction, must be inspected by Technical Security before being introduced into an LA or above. All maintenance by uncleared maintenance technicians must be performed under the supervision of an NNSA/NFO cleared escort. An NNSA/NFO employee or NNSA/NFO contractor, cleared to the highest classification of material that is allowed to be photocopied on the unit being serviced, must escort all uncleared maintenance technicians A service log documenting the maintenance of each digital photocopier processing classified information must be maintained. The documentation must include the name of the escort, the name of the technician, company represented, date of service, service performed, hardware or software involved, equipment removed or replaced, and system condition or status following the service. The following devices/tools are not authorized entry or connection to the digital photocopier: Oscilloscope; Spectrum Analyzer; Laptop PC (unless owned/leased by DOE or NNSA specifically for diagnostic purposes).
