- draft Exhibit 1 Common Use Item List (CUIL) draft PWS REQUEST FOR INFORMATION OC-ALC Material Support Integrator This Request for Information only is being utilized for market research in accordance with (IAW) Federal Acquisition Regulation (FAR) part 15.201(e). This is not a Request for Proposal, and the government does not intend to make an award on the basis of this Request for Information or otherwise pay for the information solicited herein. BACKGROUND The Oklahoma City Air Logistics Complex (OC-ALC) is comprised of five (5) major groups located in twenty seven (27) different buildings across six square miles at Tinker Air Force Base (TAFB). The number of buildings could increase over the life of this requirement. The Government will provide 2646sq. ft. of Industrial space and 560sq. ft. of admin space and the required computers to access the database. The groups perform a variety of aircraft, propulsion, and commodities related maintenance and support work. All of the groups require non aircraft shop support related items and Personnel Protective Equipment (PPE). Automated Point of Use (POU) devices are utilized by the Complex to issue these PPE and common use items such as drills, reamers, cutting tools, abrasives and common construction material in support of the maintenance, repair, and overhaul of aircraft, engines, commodities and production related equipment. The POU is an automated device using Automated Point of Use Databases (APUDs) to track and update the usage of items contained within the various POU devices. There are currently twenty 20 non-automated storage areas or cribs and 179 automated POU locations and 343 POU pieces of equipment containing trays or bins for distribution of materials. The contract currently requires approximately 11K line items per month and the database generates approximately 20K transactions per month. These estimates are expected to increase throughout the life of the contract. The OC-ALC has a need for a Material Support Integrator (MSI) to effectively manage this requirement. SCOPE OF WORK The MSI shall maintain a comprehensive program for the OC-ALC inventory management systems to include common use items and POU devices. The contractor shall maintain day-to-day operations to include all labor, supervision, materials, tools, equipment, PPE, interim storage, transportation, and incidentals. The contractor shall be responsible for obtaining material and supply agreements with individual vendors to provide all the PPE and materials identified in draft Exhibit 1, POU Common Use Item List (CUIL). The contractor shall provide program management, strategic analysis for future needs, recommendations to increase efficiencies, recommendations for replacement of items which become obsolete, improve cost savings and ensure compliance with applicable laws, directives, and regulatory requirements. OC-ALC Material Support Integrator Market Research Questions 1) Does your company currently provide these services in the market place? If yes please describe the type and scope of work. List at least one of the companies for whom you provide these services. 2) Tinker has an extensive network of Automated Point of Use Equipment (currently AutoCrib). Does your company have any experience with Automated Inventory products? If yes, please describe the types of Automated Equipment and the brands you have used. 3) Would your company be able to support the estimated item usage shown in draft Exhibit 1, POU Common Use Item List? 4) There are approximately 27 buildings, 10,000 users and 179 Point of Use locations and 343 POU pieces of equipment spread across Tinker Air Force Base? Would your company be able to support the scope, complexity, and magnitude of this contract? If yes, please briefly describe experience related to the MSI contract. 5) Would your company be willing to price the service separately on a Firm Fixed Price monthly basis for providing labor, supervision, materials, tools, equipment, PPE, interim storage, transportation, incidentals to ensure Material Support Integration for the OC-ALC at Tinker Air Force Base (TAFB)? In this scenario, your company would provide separate firm fixed prices for the common use item list and for the service fee. 6) The Government is contemplating a Period of Performance of 3-5 years. a. Would your company be willing to provide Firm Fixed Price for draft Exhibit 1, POU Common Use Item List Example, for a 5 year period? b. What are your concerns regarding a 5-year period of performance? 7) If the contract term is for 5 years, do you believe an Economic Price Adjustment (EPA) would be necessary with any of the items associated with the draft Exhibit 1, POU Common Use Item List Example? If so, please describe and list by ELIN number. Has your company ever used the EPA clause as prescribed in FAR part 16.203-4? 8) The Government anticipates the contract line item number (CLIN) structure outlined below that incorporates firm fixed price (FFP) CLIN's and not separately priced (NSP) CLIN's. Please provide any suggestions/comments you might have. a. 0001 FFP Common Use Items b. 0002 FFP MSI Inventory Management c. 0003 NSP Data and Reports d. 0004 FFP Phase-in 9) Would your company be able to provide a service related to recommending consolidation of products, inventory reduction, and product improvement recommendations as part of the inventory management improvement report? 10) Will your company be able to form teaming/partnership agreements with vendors/manufacturers in order to support approximately 8,000 items? If yes please provide a brief description of some on the agreements your company has in place with current vendors. 11) The government is contemplating a contract under NAICS Code 561210. Do you have any concerns regarding the use of NAICS 561210 for this acquisition? 12) Is your company a small business under the 561210 NAICS code?
