MARKET SURVEY “ SOURCES SOUGHT SYNOPSIS - This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Market Research and Request for Information (RFI) For Naval Surface Warfare Center, Crane Division (NSWC Crane) Ground Based Observation and Surveillance System “ Expeditionary (GBOSS-E) Description: This is a request for information (RFI) only. Naval Surface Warfare Center, Crane Division (NSWC Crane) is seeking sources to provide a trailer mountable expeditionary power system. The weight may not exceed the towing capacity of the Light Tactical Vehicles. The incorporation of generator/battery hybrid system is encouraged when it increases the system efficiency. Also, the addition of renewable energy sources to augment traditional generator based power generation is encouraged. The expeditionary power system may only take up a small portion of the trailer. Any RFI response needs to include test data that shows that the operation of the proposed system and includes, at a minimum, the information requested below. System Dimensions: Provide the total volume of the system including any fuel tanks external to the generator. Also, include the dimensions of individual components with a description of the component and its purpose. System Weight: Include the total system weight including any expected cabling. Also, include the weight of individual components. System Output Voltage/Frequency: If the system is capable of multiple output voltages and frequencies provide each voltage/frequency pair along with a rating for the output (kW) and connector type. The output voltage/frequency pairs required are 208V Single Phase/60Hz and 120V Single Phase/60Hz System Input Voltage/Frequency: If the system is capable of being powered by external sources provide the rating of the input (kW), voltage/frequency of the input, and connector type for the input. This system input is sometimes referred to as shore power. Maximum Continuous Load (kW): Continuous load is to be defined as the load level which can be supported by the system indefinitely given adequate fuel to the generator or power source. The maximum continuous load expected for the system is 1.5kW for 120 seconds. Continuous Load (kW): Continuous load is to be defined as the load level which can be supported by the system indefinitely given adequate fuel to the generator or power source. The expected continuous load for the system is.8kW. Maximum Instantaneous Load Spike (kW): Provide a maximum 3kW spike without damage to the system. The spike duration is 2 seconds. System Fuel Consumption at Maximum Continuous Load (Gallons/Hour): At full load (see continuous load) what is the rate of fuel consumption in Gallons (JP-8)/Hour. The system shall not exceed a fuel consumption rate.325 Gallons/Hour. Operating Temperature: Provide any operating limits and de-ratings of energy storage devices at operating temperatures. This RFI synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract in connection with this announcement. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. All information provided becomes U.S. Navy property and will not be returned. All proprietary information will be treated appropriately. The information provided may be used by the US Navy in developing its acquisition strategy. Your interest in this response is appreciated. Requested Information: Vendor responses are limited to 15 written pages and should include: 1)Description of the company ™s past performance providing mobile expeditionary power systems. Include any supporting test data. 2)Name, telephone number, fax number, street address and e-mail address for Program, Technical, and Cost points of contact information. 3)Any available GSA or other government “wide contract information that would support the purchase of the required batteries Responses: Interested sources, who believe they are capable of providing the above mentioned mobile expeditionary power system, are invited to indicate their interest by providing: a)Company name, company address, overnight delivery address (if different from mailing address), Cage Code, point of contact, e-mail address, telephone number, fax number; b)Business size (i.e. large, small disadvantaged, veteran owned, woman owned, etc ¦) All responses shall be unclassified. Offerors should submit the white papers electronically no later than 28 June 2013, 2:00 PM eastern time to adam.ohl@navy.mil and joseph.p.bailey1@navy.mil All assumptions, including any assumed Government support, shall be clearly identified. All proprietary and restricted information shall be clearly marked.
