- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Pro-Link IQ Military Vehicle Diagnostic Scan Tool Kit or Equal for Indiana Army National Guard May 16, 2013 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation number W912L9-13-T-0020 is being issued as a Request for Quote (RFQ) using the Simplified Acquisition Procedures in accordance with FAR Part 13 guidelines. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. All responsible sources may submit an offer to be considered by the agency. VENDOR MUST BE ACTIVELY REGISTERED IN WWW.SAM.GOV NO LATER THAN 5/30/13. VENDORS NOT REGISTERED AND ACTIVE IN WWW.SAM.GOV WILL NOT BE CONSIDERED FOR AWARD. 4. This requirement is a 100% Small business Set-Aside. Only Small Business Administration (SBA) certified small business vendor quotes will be considered. This is a brand name or equal requirement. The North American Industry Classification System (NAICS) code is 334515, and the business size standard is 500 employees. 5. The Government will award a firm fixed price contract. The following items are being procured: CLIN #1 Pro-Link IQ Military Vehicle Diagnostic Scan Tool Kit #IQMNTK1TB OR EQUAL, Quantity 1, EACH. Contents of Tool Kit detailed in attachment to synopsis/solicitation posting. QUOTES SUBMITTED FOR EQUAL PRODUCTS MUST MEET THE FOLLOWING CRITERITA TO BE CONSIDERED RESPONSIVE: A. Two Year Warranty or More. B.Onsite Support, provide address of closest dealer to Bloomington, Indiana. C.Spreadsheet listing tool kit and its contents is attached to the solicitation notice. Equivalent product must contain comparable scan tool, adapters, software, and reference materials. Vendor to provide specifications and kit inventory. D.The tool kit must contain durable foam or similar device with corresponding shaped cutouts for organization and simple inventory. 6. Provisions and Clauses: The following provisions are applicable: 52.211-6 - Brand Name or Equal -(a) If an item in this solicitation is identified as quote mark brand name or equal, quote mark the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that quote mark equal quote mark products must meet are specified in the solicitation. (b) To be considered for award, offers of quote mark equal quote mark products, including quote mark equal quote mark products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate quote mark equal quote mark products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an quote mark equal quote mark product, the offeror shall provide the brand name product referenced in the solicitation. 52.212-1 - Instructions to Offerors - Commercial; 52.212-2 - Evaluation -- Commercial Items. EVALUATION PROCEDURES: The government will award a contract resulting from this solicitation on the basis of a quote mark best value quote mark approach. The criteria used to evaluate will be Price, Warranty, Product Support, and Product Equal or better than brand name solicited. 52.212-3 Alt I 1 - Offerors Representations and Certifications - Commercial Items. All offerors must submit representations and certifications in accordance with this provision along with their offer.
