- Description
- The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Animal Care (AC) program has a requirement for equine blood testing. The AC program is seeking assistance in analyzing blood samples taken from horses competing at horse shows regulated under the Horse Protection Act (HPA). The purpose of this sources sought is to inquire on the number and type of vendors available to provide the services described below in order to meet the USDA's needs. Following is a description of the services required: The ISO 17025 accredited laboratory contractor shall conduct analysis of equine (horse) blood samples under Chapter 4 Drugs and Medications of the rules and regulations of the United States Equestrian Federation (USEF) (the governing body of Equestrian Sports/Competitions (excludes horse racing)) to detect the presence of foreign substances applied or administered for the purposing of soring, masking "soring" or stewarding the horse. Analysis shall be performed on equine (horse) blood samples for substances listed as foreign substances under Chapter 4 Drugs and Medications of the rules and regulations of the United States Equestrian Federation (USEF). The analysis shall include qualitative results of foreign substances and quantitative results of non-steroidal anti-inflammatories. Common groups of foreign substances include: Stimulants, Depressants, Tranquilizers, Local Anesthetics, Psychotropic Drugs, Corticosteroids, Nonsteroidal Anti-Inflammatory Drugs, and Anabolic Steroids. The contracting laboratory shall complete samples analyses within 21 days after receiving samples. The contracting laboratory shall prepare a laboratory report of findings for all samples analyzed. The contracting laboratory shall prepare a notice of findings report (data package) for all positive samples to be used for enforcement of the HPA. The contracting laboratory reports shall include qualitative results of foreign substances and quantitative results of non-steroidal anti-inflammatories. The contracting laboratory shall submit the lab report of findings and the notice of findings (data package) within 30 days of when samples were submitted for analysis to the laboratory.
