- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6., as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and no separate, written solicitation will be issued. The Department of Justice (DOJ), Justice Management Division, intends to negotiate with and issue a sole source purchase order to Judiciary Plaza Ltd. Partnership (JPLP), c/o Cassidy & Pinkard Colliers, 701 Pennsylvania Ave., NW, Washington, DC to provide after hours and week-end HVAC services at 450 5th Street, NW, Washington DC. A sole source purchase order will be issued to the vendor for these each on an annual basis until either the DOJ component moves from this building or the building ownership changes. The Government has determined that JPLP, the lessor for the building, is the only company that can provide immediate supplemental/overtime air conditioning at this location in a cost effective manner. The HVAC unit that will provide the HVAC services was installed by and is owned by the building owner, therefore, we have determined that it would not be feasible for any other vendor to attempt to supply these services to this building. Responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement and will not be considered as either proposals or bids. A determination by the Government not to open this requirement to competition, based upon any written responses to this notice, is solely within the discretion of the Government. Written inquiries shall include a detailed statement of qualifications or past performance in providing a cost effective alternate means of mechanical plant and distribution system in lieu of the lessor provided public utilities to operate the in-place building mechanical equipment/distribution. This information must be provided, via fax, to the attention of Pat Raines-Belcher, DOJ/JMD/APG, on 202-307-1931. No telephonic responses will be accepted on this action.
