- OVERVIEW The U.S. Army, Program Executive Office Simulation, Training and Instrumentation (PEO STRI) intends to procure services for the Air Force Medical Modeling and Simulation Training (AFMMAST) Program. Support services tasks include, Operations and Maintenance, Research Engineering, local Simulation Program Management and Central Program Office (CPO) staff support. NOTICE OF INTENT This effort will be solicited as a total small business set-aside under NAICS Code 611710, with a size standard of $14,000,000. The resultant AFMMAST contract will be a 5 year (Base year plus four one year options) standalone, C-Type, Firm Fixed Price contract. Per this decision, any firm desiring to participate as a prime contractor in this solicitation must be a recognized as Small Business Concern under NAICS Code 611710, in accordance with FAR 19.301. For those interested Small Businesses, please familiarize yourself, if you have not already, with the Limitations on Subcontracting requirements under FAR 52.219-14. This synopsis is provided for informational purposes and is not to be considered a request for proposal. However, all responsible sources may submit a proposal in response to the RFP, which shall be considered by the agency. Work will be performed at the Air Force Medical Modeling and Simulation Training Office at Randolph AFB, TX and designated Simulation Centers (CONUS and OCONUS). DRAFT PWS is below. DRAFT PERFORMANCE WORK STATEMENT For The Air Force Medical Modeling and Simulation Training Program 1.Scope 1.1.This task statement defines support services for the Air Force Medical Modeling and Simulation Training (AFMMAST) Program. Support services tasks include local Simulation Program Management, Operations and Maintenance, Research Engineering, and Central Program Office (CPO) staff support. It delineates the duties, responsibilities, and deliverables for the selected Contractor personnel. The AFMMAST POC/Manager will be Chief, Medical Modernization Division (AETC/SGR), Medical Services and Training Directorate, Air Education and Training Command, Joint Base San Antonio-Randolph, TX. 1.2.AFMMAST services are based upon mission requirements and directives from the Air Force Surgeon General (AF/SG), Air Education and Training Command Surgeon General (AETC/SG), and Chief, Medical Modernization Division (AETC/SGR). These services are focused solely on education and training efforts, and do not involve the direct evaluation or hands-on treatment of live human patients. 2.Background 2.1.The AFMMAST program's mission is to develop and use advanced learning technologies and methodologies to improve medical education and training for healthcare teams and patients, for the purpose of improving healthcare outcomes. As a result, support services are required at the AFMMAST CPO and designated Simulation Centers. Management of this contract will be performed at the Program Executive Office for Simulation Training and Instrumentation (PEOSTRI), Orlando, Florida. Contractors will work at the CPO, designated Air Force Medical Service (AFMS) Simulation Centers and Medical Treatment Facilities (MTF), Centers for Sustainment of Trauma and Readiness Skills (C-STARS), and Sustainment of Trauma and Resuscitation Skills Program (STARS-P) medical facilities. 2.2.Simulation training sites are grouped into a 4-tiered system based on training requirements and simulation capabilities. Tier 1 sites participate in simulation curriculum and scenario creation and provide mentorship to designated subordinate tier simulation training facilities. They are staffed by full-time simulation training personnel and support a variety of training needs. These needs may include graduate medical education-related training, readiness skills verification training, annual and critical care training, and designated formal courses. In addition, they provide support to the CPO as subject matter experts in their areas of functional expertise. Tier 2 sites have full or part time simulation training personnel and provide simulation training in support of local training needs. Those needs could include graduate medical education, readiness skills verification, annual and critical care training, and training related to other functional requirements. They provide mentorship and support to designated subordinate tier simulation facilities, but do not generally provide subject matter expertise support to the CPO. Tier 3 sites may have full or part time simulation training staff, or utilize additional-duty staff members for simulation training responsibilities. They support local training needs, but do not generally have any requirement to provide support to other locations. Tier 4 sites generally utilize additional duty staff members to support or provide simulation training, and focus solely on local training needs. They will often use off-site facilities such as local hospitals or nearby military medical facilities to support their training needs. 3.Contractor Hours Mission requirements may drive a need to work outside of core duty hours; in those instances, approval is required by the Contracting Officer's Representative (COR). 4.Manpower and Workforce Composition 4.1.The U.S. Government maintains the right to require removal of Contractor personnel for cause. 4.2.The Contractor shall assure that the workforce has sufficient qualifications to perform work as required by the U.S. Government, and that those qualifications are maintained during the life of the contract. 4.3.The Contractor shall replace, at no cost to the U.S. Government, any personnel, trained at U.S. Government expense, who leave the contract for other than U.S. Government convenience within the period of performance upon which the personnel begin to perform, and for which the training is also required for performance. Personnel so replaced shall be comparably trained at the contractor's expense. 5.Detailed Requirements 5.1.Program Execution and Oversight The Contractor shall be responsible for providing oversight of the operational aspects of the medical simulation training program for the AFMS, and shall assist in the development of training materials in support of these operational activities. This work shall be conducted at the AFMMAST CPO at Joint Base San Antonio-Randolph, TX and support Air Force-wide medical simulation activities, based upon the premises of quality service, coordination, and execution. 5.1.1.The Contractor shall assist in the management and support of daily operations of the simulation training program across the AFMS. 5.1.2.The Contractor shall perform site visits as needed to meet AFMMAST objectives, and will utilize stipulated site visit checklists. 5.1.3.The Contractor shall work cooperatively with the Research & Development, Curriculum, Program Administration, IM/IT, and Medical Logistics to identify operational needs in the field. Based on these identified needs, the Contractor shall develop recommendations to address shortfalls. All identified concerns will be addressed and documented in monthly meeting minutes. The Contractor shall ensure reasonable timeliness of response, from time of customer request for operational/corporate support/assistance - response within 3 business days and resolution of issues within 30 calendar days. Program management must be notified of any deviation from this schedule prior to a missed suspense. 5.1.4.The Contractor shall provide assistance to Curriculum Management during the scenario review process, and shall develop and provide training materials appropriate to the operation and maintenance of simulation equipment as directed by program management or as warranted by operational necessity. 5.1.5.The Contractor shall attend all strategic planning meetings and teleconferences, as well as meetings and conferences for the purpose of improving the AFMMAST Program. Monthly updates will be provided on the status of assigned objectives. 5.1.6.The Contractor shall interact with vendors to obtain current market research information on specific equipment to support operational requirements, and shall keep management up to date on technological advances in the industry. 5.1.7.The Contractor shall assist and provide guidance to simulation sites on simulation center set-up, and shall provide consultative assistance to program management regarding future site expansion. The Contractor shall collaborate with designated sites' Operations and Maintenance Staff on preparations for standing up new simulation centers. 5.1.8.The Contractor shall assist sites in defining funding and equipment requirements, based on training goals, and shall work cooperatively with Program Administration and Medical Logistics in efforts to satisfy these identified requirements. 5.1.9.The Contractor shall provide and update content related to functional activities in support of AFMMAST web-based technologies, and in support of any stipulated electronic records file plan. 5.1.10.The Contractor shall assist simulation sites with train-the-trainer activities and basic equipment troubleshooting for the purpose of training new simulation staff. 5.1.11.The Contract shall assist the Program Administrator with coordination of simulation site travel requirements and with post-trip report tracking, documentation, and follow up actions. 5.1.12.The Contractor shall plan, coordinate, and execute the support of designated conferences, conventions, and workshops, to include logistics, budgeting, and registration. When called upon, the Contractor will assist other Contractors as they pursue similar activities. The Contractor shall plan and execute actions related to marketing and public awareness of events, exhibits, and conferences such as invitations, publications announcements, letters, and printed materials. Exhibitions, booths, and presentations shall be professionally executed. 5.2.Research and Development Execution and Oversight The Contractor shall be responsible for providing oversight of all research and development activities for the AFMMAST program, to include developing and conducting research on the training effectiveness, cost effectiveness, medical outcomes, and patient safety related to the use of medical modeling and simulation. This work shall be conducted at the AFMMAST CPO at Joint Base San Antonio-Randolph, TX and support Air Force-wide medical simulation activities, based upon the premises of quality service, coordination, and execution. 5.2.1.The Contractor shall provide oversight and support to the development and execution of research projects throughout the AFMMAST program. 5.2.2.The Contractor shall ensure reasonable timeliness of response, from time of customer request for operational/corporate support/assistance - response within 3 business days and resolution of issues within 30 calendar days. Program management must be notified of any deviation from this schedule prior to a missed suspense. 5.2.3.The Contractor shall provide oversight of training provided to personnel that participate and gather data during research projects to ensure that designated research protocols are followed. 5.2.4.The Contractor shall develop and implement innovative research studies for medical simulation and assist with the development and execution of funding requests to available Air Force, DoD and civilian sources. 5.2.5.The Contractor shall coordinate with simulation sites to compile data in support of the simulation program. The Contractor shall collect data for performance measures such as Return on Investment (ROI), outcome measures in training effectiveness, simulation encounters, and other identified measures as required. 5.2.6.The Contractor shall coordinate directly with IT support personnel to create templates and reports that can be hosted on AFMMAST web-based platforms in support of research and simulation encounter tracking activities. 5.2.7.The Contractor shall provide and update content related to functional activities in support of AFMMAST web-based technologies, and in support of any stipulated electronic records file plan. 5.2.8.The Contractor shall provide in-depth statistical analysis for AFMMAST Program activities when called upon to do so by program management, using the statistical analytics software provided by the Government. 5.2.9.The Contractor shall be responsible for developing methodologies to assess training evaluation methods, cost-effectiveness of simulation training, and the impact of simulation training on medical outcomes and patient safety. 5.2.10.The Contractor shall develop tools to assess the efficacy of simulation-based programs of instruction, using objective and subjective metrics as appropriate to the training methodology utilized. 5.2.11.The Contractor shall obtain all required approvals from the appropriate Institutional Review Board (IRB) or Institutional Animal Care and Use Committee (IACUC) on research study proposals. All pre-proposals and proposals will be well written and submitted within a timeframe that meets designated submission suspenses. 5.2.12.The Contractor shall coordinate with Program Execution and Oversight on issues related to testing of products from vendors or discussions on development of new technology or equipment. 5.2.13.The Contractor shall perform site visits as needed to meet AFMMAST objectives and for data collection according to the research design, and will utilize stipulated site visit checklists where appropriate. 5.2.14.The Contractor shall work with outside sources, such as Industry, Academia and DoD Research Agencies, to identify future technology for program advancement. These findings will be communicated to program management. 5.2.15.The Contractor shall attend/brief at designated conferences, workshops, and educational facilities to promote and advance medical modeling and simulation research & development (R&D). 5.2.16.The Contractor shall review and provide assessments on R&D-related documents for program management, and shall serve as liaison to AFMSA/SG5 for requirements and research processes pertinent to AETC medical modernization activities. 5.2.17.The Contractor shall attend all designated teleconferences and meetings related to the development and execution of R&D initiatives. Monthly updates will be provided on the status of pertinent objectives. 5.2.18.The Contractor shall assist other Contractors in their efforts to plan, coordinate, and execute the support of conferences, conventions, and workshops, to include logistics, budgeting, and registration. When called upon to do so by program management, the Contractor will plan and execute details revolving around the marketing and public awareness of events, exhibits, and conferences such as invitations, publications announcements, letters, and printed materials. 5.3.Research and Development Management The Contractor shall support R&D Execution and Oversight in all activities related to AFMMAST R&D. These activities include, but are not limited to, developing and conducting research on the training effectiveness, cost effectiveness, medical outcomes, and patient safety related to the use of medical modeling and simulation. This work will be conducted at AFMMAST CPO at Joint Base San Antonio-Randolph, TX and support Air Force-wide medical simulation activities, based upon the premises of quality service, coordination, and execution. 5.3.1.The Contractor shall track and record medical simulation utilization metrics from applicable MTFs into a centralized database. 5.3.2.The Contractor shall ensure reasonable timeliness of response, from time of customer request for operational/corporate support/assistance - response within 3 business days and resolution of issues within 30 calendar days. Program management must be notified of any deviation from this schedule prior to a missed suspense. 5.3.3.The Contractor shall assist R&D Execution and Oversight in the development and execution of innovative research studies for medical simulation and assist with the development and execution of funding requests to available Air Force, DoD and civilian sources. 5.3.4.The Contractor shall distribute all developed research proposals through R&D Execution and Oversight for review and approval, and shall submit designated proposals to the IRB or IACUC as appropriate. The Contractor will assist R&D Execution and Oversight in ensuring that all pre-proposals and proposals are well written and submitted within a timeframe that meets designated submission suspenses. 5.3.5.The Contractor shall provide reliable statistical and scientific input on project objectives, experimental design, and data analysis to meet project needs. 5.3.6.The Contractor shall provide and update content related to functional activities in support of AFMMAST web-based technologies, and in support of any stipulated electronic records file plan. 5.3.7.The Contractor shall develop study analysis plans in support of R&D Execution and Oversight, and provide guidance for selected studies. The Contractor shall assist in the publication of results. 5.3.8.The Contractor shall coordinate simulator research data collection, management, and analysis for assigned projects. 5.3.9.The Contractor shall perform site visits as needed to meet AFMMAST objectives and for data collection according to the research design, and will utilize stipulated site visit checklists where appropriate. 5.3.10.The Contractor shall explore extramural grants/partnership funding opportunities (governmental, professional foundations, Industry) for simulation education and patient safety research, and will report the results of these efforts to R&D Execution and Oversight. 5.3.11.The Contractor shall perform and synthesize literature searches, analyze and summarize relevant material, and maintain an up-to-date reference library of simulation articles. 5.3.12.The Contractor shall assist R&D Execution and Oversight with ROI analyses of the AFMMAST program and program elements. 5.3.13.The Contractor shall assist R&D Execution and Oversight with review of program requirements and shall provide oral and/or written feedback as directed. 5.3.14.The Contractor shall assist other Contractors in their efforts to plan, coordinate, and execute the support of conferences, conventions, and workshops, to include logistics, budgeting, and registration. When called upon to do so by program management, the Contractor will plan and execute details revolving around the marketing and public awareness of events, exhibits, and conferences such as invitations, publications announcements, letters, and printed materials. 5.4.Research and Development Administration The Contractor will assist R&D Execution and Oversight with data collection and analysis support related to R&D activities. This work will be conducted at AFMMAST CPO at Joint Base San Antonio-Randolph, TX and support Air Force-wide medical simulation activities, based upon the premises of quality service, coordination, and execution. 5.4.1.The Contractor shall assist in developing and implementing research studies related to the use of medical simulation. The Contractor will assist R&D Execution and Oversight in ensuring that all pre-proposals and proposals are well written and submitted within a timeframe that meets designated submission suspenses. 5.4.2.The Contractor shall ensure reasonable timeliness of response, from time of customer request for operational/corporate support/assistance - response within 3 business days and resolution of issues within 30 calendar days. Program management must be notified of any deviation from this schedule prior to a missed suspense. 5.4.3.The Contractor shall assist the R&D Staff in efforts related to assessing training evaluation methods, cost-effectiveness of simulation training, and the effect of simulation training on medical outcomes and patient safety. 5.4.4.The Contractor shall coordinate data collection with simulation sites involved in research protocols of interest to the AFMMAST program. 5.4.5.The Contractor shall perform site visits as needed to meet AFMMAST objectives and for data collection according to the research design, and will utilize stipulated site visit checklists where appropriate. 5.4.6.The Contractor shall assist R&D staff in efforts to develop tools to assess the efficacy of simulation-based programs of instruction, using objective and subjective metrics as appropriate to the training methodology utilized 5.4.7.The Contractor shall provide and update content related to functional activities in support of AFMMAST web-based technologies, and in support of any stipulated electronic records file plan. 5.4.8.The Contractor shall assist other Contractors in their efforts to plan, coordinate, and execute the support of conferences, conventions, and workshops, to include logistics, budgeting, and registration. When called upon to do so by program management, the Contractor will plan and execute details revolving around the marketing and public awareness of events, exhibits, and conferences such as invitations, publications announcements, letters, and printed materials. 5.5.Curriculum Execution and Oversight The Contractor shall plan, organize, and direct education and training efforts related to the development and execution of training scenarios and curriculum in support of the AFMMAST program. This work will be conducted at the AFMMAST CPO at Joint Base San Antonio-Randolph, TX and support Air Force-wide medical simulation activities, based upon the premises of quality service, coordination, and execution. 5.5.1.The Contractor shall provide oversight of simulation curriculum and simulation scenario development in support of the AFMMAST program. 5.5.2.The Contractor shall provide guidance for simulation courseware creation and/or modification in support of the Sustainment of Trauma and Resuscitation Skills - Program (STARS-P), the Simulator Operators Course, and other designated courses. 5.5.3.The Contractor shall identify learning needs based on Air Force Risk Management Data, Patient Safety Data, NOTAMS, and other DoD regulatory and/or readiness requirements, and develop simulation-based courseware and scenarios based upon these findings. 5.5.4.The Contractor shall serve as a medical content subject matter expert (SME) for developing curriculum related to simulation technology that includes, but is not limited to, human patient simulators, online courseware, virtual training, serious medical gaming technology, standardized patients, immersive virtual environments, and task trainers. The Contractor will utilize blended learning concepts to maximize the utility of developed educational tools and encompass optimal learning domains, commensurate with student level of practice. If the curriculum is not within the medical area of expertise of the Contractor, the Contractor will validate curriculum content through SG Consultants, Functional Managers, or other identified SMEs. 5.5.5.The Contractor will ensure that developed curriculum tools are posted for use on the AFMMAST Portal. 5.5.6.The Contractor shall provide and update content related to functional activities in support of AFMMAST web-based technologies, and in support of any stipulated electronic records file plan. 5.5.7.In developing curriculum content, the Contractor shall ensure that simulation education program key elements and terminal learning objectives are taken into account, and shall ensure that simulation training outcomes measures meet educational and skill sustainment requirements. 5.5.8.The Contractor shall provide advice to those developing AFMMAST policies, in areas related to curriculum use and development. 5.5.9.The Contractor shall remain abreast of current medical management practices and use that knowledge to adapt curriculum products. 5.5.10.The Contractor shall evaluate simulation technologies and adjuncts to meet training gaps, and shall assist with planning for deployment of such technologies and adjuncts to appropriate simulation sites. 5.5.11.The Contractor shall provide support and guidance to simulation sites regarding local simulation curriculum creation and execution. 5.5.12.The Contractor shall perform site visits as needed to meet AFMMAST objectives, and will utilize stipulated site visit checklists where appropriate. 5.5.13.The Contractor shall ensure reasonable timeliness of response, from time of customer request for operational/corporate support/assistance - response within 3 business days and resolution of issues within 30 calendar days. Program management must be notified of any deviation from this schedule prior to a missed suspense. 5.5.14.The Contractor shall attend all designated teleconferences and meetings related to the development and execution of curriculum development and oversight. Monthly updates will be provided on the status of pertinent objectives. 5.5.15.The Contractor shall attend/conduct meetings with a variety of Air Force, DoD, Academic and governmental agencies to foster collaboration in the development and execution of simulation curriculum. 5.5.16.The Contractor shall foster close working relationships with simulation sites and MTF Education and Training Departments to improve the quality and utility of simulation training. 5.5.17.The Contractor shall submit required documentation to Air Force Personnel Center (AFPC) and Air Force Medical Operations Agency (AFMOA) to seek continuing education credit related to simulation training activities. 5.5.18.The Contractor shall coordinate with AETC/SGU in developing simulation curriculum support to identified formal training courses. 5.6.Curriculum Support/Administrative Assistance The Contractor shall assist Curriculum Execution and Oversight in efforts to plan, organize, and direct education and training efforts in support of the AFMMAST Program. In addition, the contractor shall perform all aspects of AETC/SGR office administration and clerical support services, to include preparation, receipt, coordination, staffing and distribution of correspondence, materials and briefings, receipt of visitors and phone calls, management of hard copy files and electronic records, coordination of travel arrangements, appointment scheduling and calendar maintenance, action tracking, planning, and general office management duties. The Contractor shall work on multiple projects concurrently, and provide support in highly confidential matters. This work will be conducted at AFMMAST CPO at Joint Base San Antonio-Randolph, TX and support Air Force-wide medical simulation activities, based upon the premises of quality service, coordination, and execution. 5.6.1.The Contractor shall provide assistance in the development of curriculum, learning aids, scenarios, and training documentation, and will disseminate developed tools through designated channels at the direction of Curriculum Execution and Oversight or program management. 5.6.2.The Contractor shall provide assistance in maintaining the CPO simulation programming laboratory with a variety of human patient simulators for verifying and validating scenarios. 5.6.3.The Contractor shall assist with providing briefs to AFMS Education & Training groups to advise and market AFMMAST Program initiatives. 5.6.4.The Contractor shall assist with providing support and direction to the sites regarding simulation curriculum. 5.6.5.The Contractor shall assist with developing standardized simulation training to develop personnel from novice to expert skill level. 5.6.6.The Contractor shall support aspects of office administration and clerical support services for the AFMMAST Program to include preparation, receipt, coordination, staffing and distribution of correspondence, materials and briefings, receipt of visitors and phone calls, electronic file management plans, coordination of travel arrangements, appointment scheduling and calendar maintenance, task management tool tracking, and general office management duties. 5.6.7.The Contractor shall develop and maintain MS Excel spreadsheets for tracking information, and create and edit MS PowerPoint presentations. 5.6.8.The Contractor shall coordinate with CPO for managing resources and materials required for meetings, conferences, workshops and training scheduling, coordination, execution and management to include arrangement of locations, identification of speakers and moderators, registration, event facilitation and moderation, feedback solicitation, and post-event close-out activities. 5.6.9.The Contractor shall develop and maintain designated project reports, and shall track project progress. 5.6.10.The Contractor shall perform mail/email administration services to include drafting and editing correspondence, sorting and distribution of U.S. postal mail, commercial mail service, internal mail, and other items of distribution; monitoring the postage, metering of outgoing U.S. mail and ensuring all mail has proper postage; and logging and recording of accountable mail and its distribution. 5.6.11.The Contractor shall assist in developing expense reports in collaboration with the Program Administration Management. 5.6.12.The Contractor shall provide and update content related to functional activities in support of the AFMMAST Program, and in support of any stipulated electronic records file plan. 5.6.13.The Contractor shall perform site visits as needed to meet AFMMAST objectives, and will utilize stipulated site visit checklists where appropriate. 5.7.Logistics/Resources The Contractor shall provide assistance to Program Administration in planning, organizing, procuring and executing AFMMAST program activities. In addition, the Contractor shall provide specific logistical support to the CPO and to simulation sites across the AFMS. This work will be conducted at AFMMAST CPO at Joint Base San Antonio-Randolph, TX and support Air Force-wide medical simulation activities, based upon the premises of quality service, coordination, and execution. 5.7.1.The Contractor shall support the analysis of the Air Force Medical Service (AFMS), Major Commands (MAJCOMs), and other pertinent federal and DoD planning and programming documents to identify shortfalls and define the nature and scope of acquisition efforts, based upon AFMMAST goals and objectives. 5.7.2.The Contractor shall attend meetings and teleconferences related to AFMMAST administration and logistics-related activities and will provide monthly updates on the status of delineated objectives. 5.7.3.The Contractor shall develop detailed and accurate spreadsheets for property accountability and tracking of all AFMMAST simulation equipment. 5.7.4.The Contractor shall assist in conducting cost comparison/benefit analyses of current or projected program elements, and shall develop lifecycle cost analyses when it is appropriate to do so. 5.7.5.The Contractor shall perform site visits based upon identified needs and will utilize the appropriate AFMMAST site visit checklists. 5.7.6.The Contractor shall ensure reasonable timeliness of response, from time of customer request for operational/corporate support/assistance - response within 3 business days and resolution of issues within 30 calendar days. Program management must be notified of any deviation from this schedule prior to a missed suspense. 5.7.7.The Contractor shall assist in financial planning, UFR drills, equipment procurement activities, and POM process analysis in support of the AFMMAST program. 5.7.8.The Contractor shall develop, provide, and participate in briefings, training sessions, consultations and strategy sessions when directed to do so by Program Administration or program management in support of AFMMAST activities. 5.7.9.The Contractor shall provide general program and project planning, and procurement execution support to Program Administration. 5.7.10.The Contractor shall provide and update content related to functional activities in support of AFMMAST web-based technologies, and in support of any stipulated electronic records file plan. 5.8.Simulation Program Management Simulation Program Management shall be responsible for management of the simulation program at each designated simulation center location and may be designated to provide mentorship to sites that report to those centers for assistance and guidance. They will work in collaboration with their facility's education and training personnel/specialty experts, and shall be responsible for ensuring that simulation center operations align with organizational training needs. These responsibilities do not include the direct supervision of any federal or military personnel. At sites that do not have an Operations Staff Manager, the contractor shall assume those duties concurrently. 5.8.1.The Contractor shall collaborate with the AFMMAST CPO, their organization's leadership, and education and training personnel to assess the applicability of simulation activities or other blended learning tools in meeting the organization's learning needs. 5.8.2.The Contractor shall plan and execute educational activities based on assessed training needs. These activities include: 5.8.2.1.Shall assist in developing training scenarios in conjunction with the CPO Curriculum Development Team (CDT). 5.8.2.2.Shall provide unit Air Force Specialty Code (AFSC) Functional Training Managers with information related to simulation training capabilities and assist them, where possible, in developing simulation-based training tools to address RSV (readiness skills verification) gaps. 5.8.2.3.Shall coordinate on-going simulator-based RSV training and skills verification as part of the unit's overall sustainment of skills program. 5.8.2.4.Shall coordinate the delivery of medical simulation expertise and support to standardized courses which lend themselves to simulation, including but not limited to: Basic Cardiac Life Support, Pre-Hospital Trauma Life Support, Pediatric Advanced Life Support, Advanced Cardiac Life Support, and Trauma Nurse Corps Curriculum, Emergency Medical Technician, and Advanced Trauma Life Support. NOTE: It is recognized that not all institutions offer the full gamut of these courses and that any standardized course will be managed directly by the on-site training faculty. Therefore, the Contractor shall work with organizational personnel to define the appropriate use of simulation within the context of these or any other standardized programs and/or curricula. 5.8.2.5.Shall support simulation needs of other formalized training programs as appropriate (Phase I/II, Officer Supplemental Courses such as the Nurse Transition Program, Graduate Medical Education, and others). 5.8.2.6.Shall ensure that training is evaluated by survey; results are tabulated, collated, shared/coordinated with education and training personnel and other designated stakeholders. The post-event results will then be sent to the CPO for aggregation and analysis. 5.8.3.The Contractor shall assist organizational personnel and AFSC functional managers in developing and planning simulation activities to augment clinical rotations. 5.8.4.The Contractor shall ensure reasonable timeliness of response, from time of customer request for operational/corporate support/assistance - response within 3 business days and resolution of issues within 30 calendar days. Program management must be notified of any deviation from this schedule prior to a missed suspense. 5.8.5.The Contractor shall assess the suitability of simulation scenarios already developed and shall adopt or adapt them as appropriate to meet local learning objectives. 5.8.6.In conjunction with the CPO CDT, the Contractor shall assist in development and use of educationally sound simulation-based training tools as needed. The CDT will assess and post approved scenarios to a central repository for access by other training sites. 5.8.7.The Contractor shall interface with the local Medical Equipment Maintenance Office to track simulation equipment maintenance, updates/upgrades, and work orders to ensure the equipment is available and in good working order. The Contractor will also collaborate with Education and Training staff, local Resource Management, and facility management to identify simulation-related needs. These simulation-related needs will be forwarded to the CPO after coordination through local channels. 5.8.8.The Contractor shall provide property accountability of available and properly functioning simulation equipment, through collaboration with organizational personnel, the Medical Equipment Maintenance Office, IM/IT, and the AFMMAST CPO in order to support current training and efficiently budget for simulation-related equipment needs. 5.8.9.The Contractor shall ensure active communication with the R&D Execution and Oversight staff to discuss ongoing and projected research studies focused on medical simulation. 5.8.10.The Contractor shall perform site visits as needed to accomplish AFMMAST objectives and to evaluate training effectiveness, and will utilize the AFMMAST site visit checklists. 5.8.11.The Contractor shall assist with other identified CPO initiatives, such as, but not limited to, military utility assessment testing and beta testing of educational tools and programs. 5.8.12.The Contractor shall update monthly simulation encounters and other stipulated metrics, collect and collate metrics from assigned subordinate sites, and forward this data to the CPO on a monthly basis. 5.8.13.The Contractor shall assist the Operations and Maintenance staff in activities related to include simulator operation, troubleshooting, and minor repairs. 5.8.14.The Contractor shall update and maintain content of their designated AFMMAST Portal page, and other AFMMAST products as may be assigned or delegated by the CPO. 5.8.15.The Contractor shall integrate simulation into organizational training initiatives to help ensure staff has the clinical skills needed to meet operational requirements. NOTE: The duties described above may differ and are subject to change based on site-specific requirements. Any proposed changes to duties shall be forwarded to the CPO for approval. Locations supported with Simulation Program Management. 5.9.Operations The Contractor shall facilitate medical simulation training, and shall be responsible for operating part-task trainers, mannequin-based simulators, and surgical simulators. The Contractor shall contribute to the design, development, testing, and implementation of training materials and scenarios. At sites that do not have a Simulation Program Manager, the contractor shall assume these duties concurrently. 5.9.1.The Contractor shall be responsible for setting up simulation supplies/equipment in support of training scenarios targeted to meet identified learning objectives. 5.9.2.The Contractor shall update and maintain content of their designated AFMMAST Portal page, and other AFMMAST products as may be assigned or delegated by the CPO. 5.9.3.The Contractor shall operate simulation equipment, task trainers, computerized simulators, and virtual reality procedural trainers with the ability to follow medical aspects of scenarios, and shall make appropriate adjustments based on participant actions. 5.9.4.The Contractor shall utilize AFMMAST-approved training scenarios when available and applicable, and shall provide feedback on improvements through the unit's Simulation Program Management to the CPO CDT. 5.9.5.The Contractor shall operate and maintain simulation-related audio-video recording systems. 5.9.6.The Contractor shall coordinate and provide support for student logistics, and administrative support needs. 5.9.7.The Contractor shall facilitate simulation training and provide feedback to the Course Director and/or Medical Facility staff. 5.9.8.The Contractor shall create troubleshooting documents, simulator checklists, and lesson plans/scenarios for simulation equipment. These products will forwarded to the CDT for review. 5.9.9.The Contractor shall provide oversight of all simulation encounters to include after action reports (AAR) of simulation training. 5.9.10.The Contractor shall update monthly simulation encounters and other identified metrics and forward this information to the CPO on a monthly basis. 5.9.11.The Contractor shall provide an orientation to simulation equipment and the training space, and shall provide a safety briefing to newly assigned personnel and students. 5.9.12.The Contractor shall ensure that training is evaluated by survey. 5.9.13.The Contractor shall ensure reasonable timeliness of response, from time of customer request for operational/corporate support/assistance - response within 3 business days and resolution of issues within 30 calendar days. Program management must be notified of any deviation from this schedule prior to a missed suspense. 5.9.14.In coordination with CPO, the Contractor shall assist with site visits as needed to accomplish AFMMAST objectives and to evaluate training effectiveness, and will utilize the AFMMAST site visit checklists. 5.9.15.The Contractor shall perform duties as the technical trainer and resource liaison in activities related to simulation operations. 5.9.16.The Contractor shall assist with simulation program management duties after operations and maintenance duties are completed. Note: The above duties are subject to change based on assignment location operational protocols, and site specific needs. Any proposed changes to duties shall be forwarded to the CPO for approval. Locations supported with Operations. 5.10.Research Engineering The Contractor shall support medical simulation application development for the AFMS by providing support and guidance to the CPO in research, design, and implementation of advanced medical simulation systems. This work will be based at the National Capital Area Medical Simulation Center (SimCen) in Silver Spring, MD. The Contractor shall report to the Director of Virtual Medical Environments at the SimCen and the CPO. 5.10.1.The Contractor shall be responsible for assisting in the identification of simulation technology relevant to AFMS medical training initiatives, based upon the premises of quality service, coordination, and execution. The Contractor will also participate in the development or modification of advanced simulation systems developed by the SimCen for use within the AFMS. 5.10.2.The Contractor shall ensure reasonable timeliness of response, from time of customer request for operational/corporate support/assistance - response within 3 business days and resolution of issues within 30 calendar days. Program management must be notified of any deviation from this schedule prior to a missed suspense. 5.10.3.The Contractor shall perform site visits to assess Simulation System functionality and integration. 5.10.4.The Contractor shall provide and update content related to functional activities in support of AFMMAST web-based technologies, and in support of any stipulated electronic records file plan. 6.Other Security Requirements 6.1.Obtaining & Retrieving Identification Media: As prescribed by the AFFARS 5352.242-9000, Contractor access to Air Force installations, the contractor shall comply with the following requirements: 6.2.The contractor shall obtain base identification and vehicle passes for all Contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. 6.3.The Contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of Contractor employees needing access to the base. The authorized contracting officer will endorse the request and forward it to the issuing base pass and registration office or security forces for processing. Contractors will present government (state or federal) issued ID, and INS Form 9 (I9), before being issued a pass to enter the installation. At the time of issuance, a Wants and Warrants check is conducted for every Contractor. Personnel employed by the Contractor must get a pass for their privately owned vehicles at the local Visitor Reception Center, with proof of following: oLiability Insurance oCurrent License Plates oCurrent State Inspection Sticker (If Required) oValid State Driver License o A phone number for sponsor on base 6.4.The Contractor is responsible for ensuring employees report to their local Visitor Reception Center. 6.5.If contract performance is in excess 180 days, a NAC-I 85P background investigation must be initiated in order to extend a pass or to obtain a temporary Civilian Identification Card. Procedures are listed in the paragraph for Suitability Investigations below. 6.6.Upon completion or termination of the contract or expiration of the identification passes, Contractors shall ensure that all base identification passes issued to Contractor employees are returned to the issuing office. If a Contractor employee has been terminated, the pass will need to be retrieved and returned to Security Forces so that employee does not have base access. If the pass is not retrieved then SF will need to be notified so base access is not allowed. Upon completion of the contract, Contractor personnel will destroy the passes. 6.7.Failure to comply with these requirements may result in withholding of final payment. 6.8.Pass & Identification Items: The Contractor shall ensure its employees qualify to obtain a DoD Common Access Card (CAC), (AFI 36-3026), used for contracts for more than one year and requirement exists for access to the government computer systems and software. CAC applications are accomplished by Trusted Agents via the Contractor Verification System (CVS). 6.9.Suitability Investigations. Contractor personnel shall successfully complete, at a minimum, a National Agency Check with Inquiries (NACI), before operating government furnished workstations that have access to Air Force e-mail systems. Also, Contractor personnel who require routine access to the installation in excess of six months will require a NACI. The Contractor shall comply with DoDD 5200.2-R, Personnel Security Program, AFI AFI33-100, User Responsibilities and Guidance for Information Systems, and AFI 33-200, Information Assurance (IA) Management, requirements. NACI investigations requests are initiated using the Standard Form (SF) 85P and are submitted to the installation Information Protection Office through the Unit Security Manager. NACI investigations are different from the wants and warrants checks, and are provided by the government at no additional cost to the Contractor. 6.10.Unescorted Entry to Restricted Areas. When work under this contract requires unescorted entry to controlled or restricted areas, the Contractor shall comply with AFI 31-101, Volume 1, The Air Force Installation Security Program, DoDD 5200.2-R, and AFI 31-501, Personnel Security Program Management, as applicable. Contractor personnel shall be the subject of a favorably completed NACI investigation to qualify for unescorted entry to a restricted area. In addition, the Air Force shall submit NACI investigations for Contractor employees at no additional cost to the Contractor. 6.11.Listing of Employees. The Contractor shall maintain a current listing of employees. The list shall include employee's name, social security number, and date of investigation if service work involves unescorted entry to Air Force restricted or other sensitive areas designated by the installation commander. The list shall be validated and signed by the company Facility Security Officer (FSO) and provided to the contracting officer prior to the contract start date. Updated listings shall be provided when an employee's status or information changes. 6.12.Freedom of Information Act Program (FOIA). The Contractor shall comply with DoD Regulation 5400.7-R/Air Force Supplement, DoD Freedom of Information Act Program, requirements. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding For Official Use Only (FOUO) material. The Contractor shall comply with AFI 33-332, Privacy Act Program, when collecting and maintaining information protected by the Privacy Act of 1974 authorized by Title 10, United States Code, Section 8013. The Contractor shall remove or destroy official records only in accordance with AFMAN 33-363, Management of Records, or other directives authorized in AFI 33-322, Records Management Program. 6.13.Reporting Requirements. The Contractor shall comply with AFI 71-101, Volume- 1, Criminal Investigations, and Volume-2, Protective Service Matters, requirements. Contractor personnel shall report to an appropriate authority, any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment and as required thereafter. 6.14.Personnel Security. Contractor personnel requiring unescorted entry to controlled or restricted areas designated by the installation commander shall comply with base access requirements. These requirements are contained in AFI 31-101, for installation access and AFI 31-501, for suitability determinations. 6.15.Additional Security Requirements. In accordance with DoD 5200.1-R and AFI 31-401, the Contractor shall comply with AFI33-100, User Responsibilities and Guidance for Information Systems ; AFI 33-200, Information Assurance (IA) Management; applicable AFKAGs, AFIs, and AFSSIs for Communication Security (COMSEC); and AFI 10-701, Operations Security (OPSEC). The Contractor will comply with DOD Standard 22 - Level 1 AT Awareness training and associated tasking IAW AFI 10-245, Antiterrorism (AT) standards. 6.16.Physical Security. Areas controlled by Contractor employees shall comply with base Operations Plans/Instructions for FPCON procedures, Random Antiterrorism Measures (RAMS) and local search/identification requirements. The Contractor shall safeguard all government property, including controlled forms, provided for Contractor use. At the close of each work period, government training equipment, ground aerospace vehicles, facilities, support equipment, and other valuable materials shall be secured. During increased FPCONs, Contractors may have limited access to the installation and should expect entrance delays. 6.17.Entry Procedures to Controlled/Restricted Areas. The Contractor shall comply and implement local base procedures for entry to Air Force controlled and restricted areas. 7.Training Requirements Contract employees shall meet all DoD, Medical Facility and AETC/SGR required training applicable to their duties. All personnel with elevated privileges shall meet minimum required Information Assurance training as defined in DoD 8570.01-M, Information Assurance Training, Certification, and Workforce Management. 8.Government Furnished Equipment (GFE) The following equipment will be made available to the Contractor for the completion of the tasks specified within this task statement: Suitable office area equipped with associated office furniture, desks, chairs, telephones, computers, printers, special tools, hardware, software, and test equipment, office supplies, and office support services, and other support equipment required to ensure the satisfactory completion of contractual requirements. 9.Proprietary Information The Government will retain Unlimited Rights to all intellectual property and data produced in the course of developing, deploying, training, using and supporting this task statement. All modifications to the supported Medical Facility and/or AFMMAST Program will be the property of the Government. 10.OCONUS Requirements Host Country Performance Considerations: This PWS requires performance of work in one or more foreign countries. The procedures identified in Federal Acquisition Regulation (FAR) Part 25 as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) PGI 225.74 apply to this procurement. Subject to the respective Status of Forces Agreement (SOFA), the following logistical support may be provided to defense Contractor personnel performing work under this contract: Common Access Card (CAC), Geneva Convention Card (DD Form 489), and ration cards. Any OCONUS Exchange service facilities (includes rationed items). Military banking facilities. Government transportation (i.e. aircraft, automobile, bus, train) for official Government business. Commissary (includes rationed items). Morale and welfare recreational facilities (e.g., clubs, movie theaters, gyms). Purchase of petroleum and oil products for rental. Customs exemption. Emergency medical care. Any theater-specific immunizations that are not available by the public. Mess facilities. Quarters as available. Military postal service. 11.Travel Requirements Some travel outside of the Medical Facility, local site and/or AFMMAST Program to support labor surge efforts, training and conference attendance is to be anticipated. Travel must be authorized by the Contracting Officer's Representative (COR). Most travel is projected to begin and end on weekdays (Monday - Friday). Some travel may be required during a holiday or on a weekend. In some cases, travel may exceed the standard 8-hour workday. Tier One mentoring sites and CPO staff are expected to perform site visits to assist with simulation operations to Tier sites that report to them. These trips will vary, depending upon site specific needs. Designated sites are expected to attend annual AETC/SGR Medical Modeling and Simulation Training CONUS. All travel costs will be reimbursed on a Time and Material basis. 11.1.The Contractor shall travel to CONUS Military locations in support of the AFMMAST program. Duty hours during travel shall be included in the annual authorization for that labor category. Location# TravelersTripsHours/DayDuration/Days Lakenheath, United Kingdom2287 Ramstein AB, Germany2287 Elmendorf AFB, AK2287 Incirlik AB, Turkey2287 Aviano AB, Italy2187 12.Organizational Conflicts of Interest (OCI) The Contractor personnel warrant that, to the best of their knowledge and belief, there are no relevant facts or circumstances which could give rise to an organizational conflict of interest (OCI), as defined in FAR 9.5. The Contractor personnel agree that if an actual or potential OCI is discovered, the applicable personnel and leadership shall make a full disclosure in writing to the Contracting Officer. The Contractor shall also have on record a Conflict of Interest Mitigation Plan and applicable Non Disclosure Agreements (NDAs). 13.Management Control Plan The Contractor shall develop a Management Control Plan (MCP) that defines the functional team and describes how this team will complete the tasks in the task statement. The Contractor shall also provide the organization structure to include internal and external lines of communication that are deemed necessary to complete the tasks outlined in the PWS. The MCP shall include how the Contractor will maintain acceptable quality standards to include those defined in this task statement. The Contractor shall review and update the MCP quarterly. DI-MGMT-80004A Management Plan 14.Meetings Upon request, meetings shall be conducted between Medical Facility and/or AFMMAST Program Managers, alternates, and Contractors to provide milestones, task status, discuss concerns, and any issues that would impact progress. The Contractor shall provide a representative to all technical working groups. The Contractor shall prepare meeting minutes and provide a copy to the meeting's chairperson no later than two business days after each meeting. DI-ADMN-81505 Report, Record of Meeting Minutes 15.Monthly Progress Report (MPR) The MPR is due to the Medical Facility and/or AFMMAST PGM, COR no later than the 5th workday of next month (example: October's report is due NLT 5 November). The report shall detail all work performed for the prior month to include work orders, projects, and equipment issues. The report shall include a project summary that tracks all active projects and their milestones. The report shall detail any issues or concerns that could not be resolved and suspense items that were not met, with explanations for the delays. DI-MGMT-80227 Contractor's Progress, Status and Management Report 16.Other Records and Reports The Contractor shall collect and record price and staffing data by labor category (for Time and Material (T&M) and Cost type tasks only) and cumulative fiscal data (for T&M and Cost type tasks only). The submission shall be current as of the last day of the month preceding delivery and shall be due the fifteenth calendar day of the month following the first full month of the contract. The contractor will provide monthly reports on hours expended. The Contracting Officer's Representative (COR) will review hours worked before certifying invoices for payment. Billing for services will only reflect hours worked. All of these positions are full-time, calculated at 1920 hours per year. Medical Facilities and the AETC/SGR recognize 10 Federal holidays per year when these positions are not required to work. Employees are not eligible for overtime, but rather to be paid for the extra hours worked subject to the overall 1920 hours. Billable hours shall be spread across two-week intervals providing the contractor flexibility to balance staff to support project requirements within the pay period. DI-MGMT-81651 Contract Invoicing and Payment Report 17.Quality Control Requirements The Contractor shall implement and maintain a quality control program. The program shall include inspection, validation, evaluation, corrective action and procedures necessary to achieve quality control. The adequacy of reports and documentation shall be the responsibility of the Contractor. All quality control operations performed by The Contractor shall be subject to U.S. Government verification. Verification shall consist of monitoring the operations to determine that the practices and methods of the Contractor's procedures are properly applied. Contractor conformance to the requirements of this PWS will be measured in accordance with the Quality Assurance Surveillance Plan (QASP).
