- Limited Source Justification This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Drug Enforcement Administration (DEA) has a requirement for rental parking spaces located at 2677 Prosperity Avenue, Fairfax, VA 22031 for a period of performance of February 1, 2013 - September 30, 2013. Description and Quantity (QTY) are as follows: 1. Standard Non-reserve Parking Spaces QTY: 83 2. Reserved Parking Spaces QTY: 10 This is anticipated to be issued a sole-source, firm-fixed price purchase order to Central Parking System of Virginia. I n accordance with Federal Acquisition Regulation (FAR) subpart 13.106(b)(1), a DEA "Limited Source Documentation" is attached to this RFQ for reference. All applicable provisions and clauses, including FAR clauses 52.212-3, 52.212-4 and 52.212-5 are listed in Attachment 1. All sources shall submit a completed copy of the provision 52.212-3. All sources shall submit a quotation which will be evaluated. Evaluation factors other than price include: 1) Delivery - providing the full amount of parking spaces is requested to meet the delivery requirement (ALL OR NONE). Award will be based on technically acceptable/lowest price - for an offeror to be considered technically acceptable, it shall meet the delivery requirement referenced above. All questions and quotes shall be submitted electronically to Ryan.F.Burke@usdoj.gov. The deadline for questions is May 17, 2013 at 11:00 am EST. Questions & Answers will be posted as an amendment to this solicitation. Quotes are due no later than May 20, 2013 at 11:00 am EST.
