Description
NASA has approved for flight on the International Space Station (ISS) the previoulsy space-qualified, flight-spare Lightening Imaging Sensor (LIS). The LIS will be flown as a hosted payload on the Department of Defense (DoD) Space Test Program (STP) H5 mission. NASA/MSFC has a requirement for activities to complete the check-out, refurbishment, modification/adaptation, calibration and re-certification of the existing LIS, and support LIS integration of the STP-H5 payload for flight on the ISS. NASA/MSFC intends to procure on a sole source basis from UA Huntsville. The ISS LIS is selected to fly as a payload on the STP-H5 mission, it is critical that proper coordination of planning and execution of the LIS be maintained. To this end, the integration of UA Huntsville with their unique heritage knowledge and expertise is critical to meeting the aggressive flight schedule. The activities associated with this procurement will build upon established relationships and firsthand experience to assist NASA/MSFC successfully to complete the design, development, refurbishment/fabrication, testing/verification, calibration, and delivery of the LIS flight spare hardware to ISS requirements. The contractor shall perform system engineering, including requirements and verification development, assessment, and review. The contractor shall provide verification data and analysis as required in the jointly developed project Verification Plan. The contractor shall perform and/or support mechanical, thermal, and electrical system analysis to modify, integrate, launch, and checkout the LIS instrument. The contractor shall provide technical inputs that include participating in technical meetings or technical interchange meetings, input to hazard analyses, Concept of Operations (ConOps), mission operations, HOSC telemetry planning, and verification success criteria. The contractor shall design, fabricate, test, and deliver hardware that meets the requirements per the STP-H5 Interface Control Document (ICD). The contractor shall provide data inputs for the LIS Hazard Analysis/Safety Package (per NSTS/ISS 13830 Payload Safety and Data Submittal Requirements for Payloads the Space Shuttle/ International Space Station) and provide technical support for flight safety reviews at Johnson Space Center (JSC) as required. The contractor shall provide technical data as input to safety review data packages, and technical support to for the reviews. The contractor shall assess and test the existing LIS Hardware to ensure existing LIS flight spare hardware meets ISS requirements. The contractor shall develop mechanical, structural and thermal models, verified to previous analysis and test data, and deliver the models to NASA/MSFC. The contractor shall adapt the existing LIS hardware (including addition of new hardware) to meet the requirements and interfaces defined by the STP and ISS. The contractor shall deliver the adapted flight hardware to NASA/MSFC. The contractor shall prepare an Acceptance Data Package (ADP) for each delivered flight hardware item. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 3, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
