- In accordance with Federal Acquisition Regulation (FAR) 15.201 "Exchange with industry before receipt of proposals" and (FAR) 52.215-3, "Request for information or Solicitation for Planning Purposes" this Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of U.S. Fish & Wildlife Services. The Capabilities Statement for this Sources Sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This notice is for information and planning purposes only and is neither to be not construed as a commitment by the Government nor will the Government pays for information solicited. No evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. When the solicitation is released it will be synopsized in FedBizOpps at https://www.fbo.gov. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. Background: The U.S. Fish & Wildlife Service is looking for a review appraiser to do the following: 1) Technical review appraisals for federal land acquisitions; 2) Recommendation(s) for questioned land acquisitions; 3) Expertise in resolving questioned land costs, implementation of proposed corrective actions and/or resolutions to audit findings; and 4) Recurring availability to discuss, analyze and provide advice on land acquisitions issues, including proposed projects, training needs and staffing requirements. Expertise required: Federally-funded land negotiation and purchases are often complex and require specialized real estate expertise in addition to familiarity with federal regulations and Service policies that supplement applicable federal rules and regulations. Anticipated period of performance: One year plus two option years. Interested parties should submit notice of ability to provide services by returning the information below by 5/28/2013 at 3:00 pm (EST) via e-mail to William_fluharty@fws.gov 703-358-2631. Capability statement: The contractor should have extensive experience with federal land acquisitions and have prepared and/or reviewed appraisals that conform to Uniform Standards for Federal Land Acquisition. The purpose of this sources sought notice is to gain market knowledge. The NAICs code for this requirement is 531320. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s)."
