- This is a set aside for a Service-Disabled Veteran Owned Small Business (SDVOSB) National Stock Number (NSN): Not Applicable. Part Number (P/N): Not Applicable. Product/Service Description This effort involves providing Contractor Logistics Support (CLS) for AC-130H Gunship aircraft at Cannon Air Force Base, NM. Under the CLS umbrella, two types of CLS support are required: Contract Maintenance Services (CMS) and Sustaining Engineering Services (SES). The period of performance for this combination of CLS services is required for a six (6) month basic period, plus two (2) each twelve month options. Contract Maintenance Services encompasses maintaining the MX-15i Electro Optical/Infrared (EO/IR) system as integrated on the AC-130H Gunship aircraft. The contractor shall establish a sub-contractor arrangement with L3/TCS for the acquisition of the proprietary MX-15i engineering data necessary to maintain the system. CMS shall also include maintenance and support of other modifications. Examples include, but are not limited to, Hi-Beam, ARC-231 Line of Sight (LOS), and the Chemical Toilet Replacement. The contractor shall perform minor servicing/adjustments as well. ARC-231 LOS support encompasses removal and replacement and troubleshooting two Radio Frequency (RF) cables, one RF switch, one circuit breaker, and one select switch using contractor verified drawings and procedures. The contractor will maintain drawings for use in supporting the AC-130H communication and navigation specialists with trouble shooting and repair of the ARC-231 LOS modification. The CMS shall also include system LRU logistical support to include Organizational level maintenance, shipping, acquiring access to L3/TCS Mx-15i Engineering Drawings, and other similar onsite support duties for the AC-130Hs. Sustaining Engineering Services encompasses on-site systems engineering for the AC-130H that includes responses to deficiency reports, configuration change requests, and items causing operational limitations of those supported systems integrated on the AC-130H. Travel will be required to support both the CMS and SES requirements. For planning purposes, an average of ten to fifteen Continental United States (CONUS) deployments with an estimated duration of seven to twelve days each are anticipated requiring contractor support of the MX-15i system. Additionally, travel may be required to support overseas contingency deployments with an 18 hour alert notification to complete all required actions prior to actual departure. DELIVERY SCHEDULE: Basic period: Date of Award thru 31 Dec 2013. Two (2) option periods of twelve (12) months each. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(5), as implemented by Federal Acquisition Regulation (FAR) 6.302-5(b)(6), Sole Source Awards under the Veterans Benefits Act of 2003 Intended Source: Cygnus Aerospace Incorporated (CAI), 501 Osigian Blvd., Suite B, Warner Robins, GA 31088 (CAGE Code 3K7T9), a Service-Disabled Veteran Owned Small Business (SDVOSB) Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any other questions should be directed to the buyer/PCO identified below. If your concerns are not satisfied by the Contracting Officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the contracting officer, but to communicate serious contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process.
