- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. BRAND NAME ONLY: The proposed contract action is for supplies for which the government intends to solicit and negotiate with one source, Draka Cableteq USA, Inc., 22 Joseph E Warner Blvd, North Dighton, MA 02764 and their authorized distributors in accordance with FAR 6.302-1(c). This is being sole sourced due to Draka Cableteq is the only manufacturer that can produce the needed cables to exact specifications without additional testing being needed. All responsible sources may submit a capability statement proposal or quotation which shall be considered by the agency. However, a determination by the government not to compete with this proposed contract based upon responses to this solicitation is solely with the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The requirements are as follows: CLIN 0001 “ CABLE P/N 2SWF-24 Qty: 500 ft variance +10% / -0% CLIN 0002 “ CABLE P/N 2SWF-24 Qty: +10% variance for CLIN 0001 CLIN 0003 “ CABLE P/N 2SWF-7 Qty: 1440 ft variance +10% / -0% CLIN 0004 - CABLE P/N 2SWF-7 Qty: +10% variance for CLIN 0003 CLIN 0005 “ MODIFIED CABLE P/N 2SWF-4 Qty: 1200 ft. variance +10% / -0% CLIN 0006 “ MODIFIED CABLE P/N 2SWF-4 Qty: 2000 ft. variance =10% / -0% CLIN 0007 “ MODIFIED CABLE P/N 2SWF-4 Qty: variance of +10% for CLINS 0005 & 0006 Note: CLIN 0001, 0002, 0003, AND 0004 are subject to funding availability. Contractors must be properly registered in the System for Acquisition Management (SAM) and in the Joint Certification Program (JCP) in order to receive the solicitation attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. Vendor must provide their earliest delivery. A Certificate of Conformance (CofC) is required for this contract. Final inspection and acceptance will be destination. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. This will be a firm fixed price contract and will be awarded utilizing FAR Part 13 procedures. The contractor shall extend to the government the full coverage of sales warranty, provided such a warranty is available, at no additional cost to the government. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-13-T-0101; is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
