- The Bureau of the Public Debt, on behalf of the Office of the Comptroller of the Currency (OCC) intends to award an order to Financial Stability Institute (FSI) as the sole provider of Financial Stability Institute (FSI) Connect Online Training Tool license. The Financial Stability Institute (FSI) Connect Online Training Tool license is proprietary to FSI and they have no resellers/distributors for this product. The Java 6 SE Support Financial Stability Institute (FSI) Connect Online Training Tool license is required for 500 examiners and 250 CE staff members to ensure up-to-date bank supervision training so that they may successfully perform their roles as bank regulators to the country's largest banking institutions. As banks adopt the industry's Basel III framework, which represents an unparalleled opportunity for institutions to improve their risk measurement and management systems, regulators charged with examining those systems must be skilled and equipped with the knowledge to do their jobs effectively. FSI Connect offers web-based courses on key risk management topics, such as credit, market, and operational risk, and capital adequacy. There are also numerous courses related to the recently agreed new capital adequacy framework (Basel III). FSI Connect is designed for bank supervisors at all levels of expertise and experience and can be accessed 24 hours a day, 365 days a year. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 2:00 PM ET on May 30, 2013. Responses shall be submitted to PSB3@bpd.treas.gov; Attention: BWatson/JWebb Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the FSI product mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
